Greenbelt Authority (GBA) —a Statutory Corporation established under the Greenbelt Authority Act No. 23 of 2017—is the engine driving the nation’s agricultural and economic transformation.
Our core mandate is bold: to unlock the country’s vast land and water resources through large-scale commercial irrigation, moving beyond subsistence farming to create a resilient, food-secure, and export-driven economy that accelerates Malawi’s socio-economic transformation. To achieve this vision, we are not simply filling positions. The Opportunity
To bolster our executive leadership, we are seeking applications for the following critical positions from highly qualified, experienced and results-oriented Malawian professionals who will be mandated to:
- Shape National Policy: Influence the strategic direction of Malawi’s agricultural sector at the highest level.
- Build Legacy Infrastructure: Lead the development of dams irrigation networks, and agro-processing facilities that will serve generations.
- Drive Commercial Success: Transform large-scale farming nto a profitable, investment-ready industry that attracts both local and international capital.
- Lead High-Impact Teams: Inspire and mentor multidisciplinary experts in engineering, finance, law, and agribusiness.
DIRECTOR OF FINANCE AND INVESTMENTS
Role Purpose
As a core member of the executive leadership team, this role is responsible for steering the organization’s overall financial strategy, ensuring fiscal integrity, and driving investment performance. The Director bridges executive financial control with strategic growth, overseeing capital allocation, portfolio performance, risk management, and investor relations.
Key Duties and Responsibilities
- Financial Strategy & Capital Management: Lead long term financial modelling, capital structure optimization (equity, debt, grants), treasury and liquidity management, and the establishment of corporate Financial KPls.
- Financial Reporting & Controls: Oversee the preparation of statutory financial statements in compliance with IFRS (or IPSAS). Manage audit relations and enforce a robust internal control framework to safeguard assets and mitigate fraud.
- Investment & Capital Allocation: Develop and execute investment frameworks for high-yield opportunities. Lead project appraisal, financial modelling, and due diligence for investments, acquisitions, and joint ventures. Monitor portfolio performance.
- Risk Management & Governance: Implement Enterprise Risk Management (ERM) frameworks. Serve as the chief strategic advisor to Board Committees (Audit, Risk, Investment) on financial and risk matters. Ensure full statutory and regulatory compliance
- Performance Management Plans and Budgets: Align institutional performance plans with Treasury guidelines and national frameworks, monitor service delivery targets, and compile statutory reports for the Board, line Ministries, and oversight authorities. Coordinate budget preparation under Public Finance Management standards, control public expenditures to prevent vote-book overruns, and maintain audit-ready financial controls for the Auditor General and other authorities.
Qualifications and Experience
Academic & Professional:
- A Bachelor’s Degree in Finance, Accounting or a related field.
- A Master’s Degree in Finance, Business Administration or related field.
- Mandatory: Full professional accounting qualification (ACCA, CPA, CA, or equivalent) with membership in a recognized professional body.
- Desirable: A Chartered Financial Analyst (CA) charter or equivalent credential.
Work Experience:
- A minimum of eight (8) years of post-qualification experience at a senior management level.
- Proven track record in transaction structuring, capital raising, project finance, and portfolio management is required.
- Strong background in leading statutory audits, managing corporate tax strategy, and executing financial transformation programs.
Core Competencies & Knowledge Base
- Advanced skills in financial modelling, capital budgeting, and corporate valuation.
- In-depth knowledge of statutory tax laws, legal deal structuring, and financial regulatory frameworks.
- Exceptional strategic thinking, negotiation, presentation, and executive decision-making capabilities.
APPOINTMENT AND REMUNERATION
Successful candidates will be offered a three (3) year renewable performance-related contract, accompanied by an attractive salary and benefits package commensurate with the seniority of the role.
