Greenbelt Authority (GBA) —a Statutory Corporation established under the Greenbelt Authority Act No. 23 of 2017—is the engine driving the nation’s agricultural and economic transformation.

Our core mandate is bold: to unlock the country’s vast land and water resources through large-scale commercial irrigation, moving beyond subsistence farming to create a resilient, food-secure, and export-driven economy that accelerates Malawi’s socio-economic transformation. The Opportunity

To bolster our executive leadership, we are seeking applications for the following critical positions from highly qualified, experienced and results-oriented Malawian professionals who will be mandated to:

  • Shape National Policy: Influence the strategic direction of Malawi’s agricultural sector at the highest level.
  • Build Legacy Infrastructure: Lead the development of dams irrigation networks, and agro-processing facilities that will serve generations.
  • Drive Commercial Success: Transform large-scale farming nto a profitable, investment-ready industry that attracts both local and international capital.
  • Lead High-Impact Teams: Inspire and mentor multidisciplinary experts in engineering, finance, law, and agribusiness.

DIRECTOR OF CORPORATE SERVICES

Role Purpose

To provide strategic leadership and executive oversight of the Corporate Services Directorate (comprising Human Resources, Legal, Administration, Procurement, and ICT). This role is pivotal in ensuring organizational effectiveness, legal and regulatory compliance, operational and institutional integrity, thereby supporting the  Authority’s mandate.

Key Duties and Responsibilities

  1. Directorate Leadership: Lead strategic planning, policy formulation (including terms of service and manuals), and organizational performance management. Oversee cross-cutting initiatives such as gender mainstreaming, institutional integrity, and climate change integration
  2. Legal, Compliance & Governance: Ensure strict compliance with all Laws of Malawi, labour laws, corporate law, and public sector frameworks. Direct the Legal Section in drafting contracts and MOUs. Monitor litigation and manage legal risk.
  3. Company Secretarial: Oversee Board Secretarial services and responsible for Board Pack Production. quality control. and timely dispatch of executive correspondence to the Board in liaison with the CEO. Taking minutes, official records of board deliberations and oversee post-meeting action items to ensure organizational accountability. Provide authoritative counsel on statutory obligations, maintain official registers, and manage regulatory filings. Facilitate meeting schedules, collaborate with the CEO and Chair on agenda formulation, and lead director orientation programs.
  4. Human Resource Management: Direct talent acquisition, workforce planning, performance appraisal, staff training, and career progression. Enforce compliance with labour laws and industrial relations best practices.
  5. Procurement & Asset Management: Oversee the annual procurement plan, ensuring full compliance with public procurement and asset disposal regulations, transparency, and value for money in all tenders and contracts.
  6. ICT & Administration: Lead the digital transformation strategy and administrative cybersecurity protocols. Oversee functions including logistics, records, estate, transport, and insurance.

Qualifications and Experience

Academic & Professional:

  1. A Bachelor’s Degree in Human Resource Management/ Public Administration/ Law (LLB) from a recognized university.
  2. A Master’s Degree in Human Resource Management/ Public Administration/ Law (LLB)/ Business Administration (MBA) from a recognized university.
  3. Registered member of any relevant professional body.

Work Experience:

  • A minimum of eight (8) years of post-qualification experience at a senior management level.
  • Essential: Demonstrable experience within the agricultural, irrigation, or agro-industrial sector.

Core Competencies & Knowledge Base

  1. Expert knowledge of the Laws of Malawi, specifically Corporate, Labour/Employment, and Public Administrative Law.
  2. Proven expertise in public procurement rules, public finance frameworks, and statutory governance principles.
  3. Demonstrable track record in leading and integrating multi-disciplinary teams (HR, Legal, IT, Procurement. Admin).
  4. Excellent skills in negotiation, conflict resolution, strategic communication, and executive-level report writing.

APPOINTMENT AND REMUNERATION

Successful candidates will be offered a three (3) year renewable performance-related contract, accompanied by an attractive salary and benefits package commensurate with the seniority of the role.
