Background
The Ministry of Health and Sanitation, through the Directorate of HIV, STIs and Viral Hepatitis (DHA), with support from the Centres for Disease Control (CDC) in line with the Cooperative Agreement (CoAg) under the Government-to-Government framework, is implementing a national strategy to strengthen adult HIV care and treatment services. This initiative aims to improve treatment outcomes, enhance retention in care, increase viral load suppression and ultimately improve the quality of life for people living with HIV.
The strategy further aims at improving identification, linkage to care, retention and viral load suppression among children and adolescents living with HIV.
Technical Advisor/Specialist – Paediatric and Adolescent HIV Care and Treatment under HIV Care and Treatment
Purpose of the Position
The Technical Officer will support coordination and implementation of paediatric and adolescent HIV care and treatment interventions. The role focuses on policy development, service delivery improvement, monitoring and evaluation, and operational research to enhance program outcomes.
Key Responsibilities
1. Policy and Programme Development (30%)
- Contribute to the development and review of national HIV guidelines, SOPs and policies for paediatric and adolescent care.
- Support development of implementation plans, job aids, and technical briefs.
- Facilitate integration of Paediatric ART, Early Infant Diagnosis (EID), and adolescent transition into the continuum of care
- Support coordination of the Paediatric and Adolescent Technical Working Group (TWG).
2. Service Delivery and Quality Improvement (30%
- Provide technical assistance and mentorship on Paediatric ART optimization and service delivery.
- Support scale-up of case-finding strategies, index testing, and EID services
- Collaborate with laboratory and supply chain teams to ensure availability of commodities
- Participate in supervision visits and promote adolescent-friendly service delivery models.
- Document and disseminate best practices and innovations.
3. Monitoring, Evaluation, and Data Use (25%)
- Support development and strengthening of data collection and reporting systems.
- Conduct data quality assessments and routine program reviews
- Produce quarterly performance reports and analytical summaries
- Promote data-driven decision-making and integration into national reporting systems.
4. Research, Learning, and Innovation (15%)
- Identify and support operational research priorities.
- Contribute to study design, analysis, and dissemination of findings.
- Promote translation of research into policy and program improvements.
Qualifications and Experience
Academic Requirements
- Medical Degree (MBBS/MD) or an equivalent qualification in a related medical field from a recognized institution.
- Master’s Degree in Public Health, Paediatric, Epidemiology, or Infectious Diseases is an added advantage.
- Additional training in Paediatric HIV or adolescent health is desirable.
- Should be in good standing with the Medical Council of Malawi
Professional Experience
- Minimum of 5 years’ experience in HIV care and treatment programs.
- At least 2 years’ experience in Paediatric and adolescent HIV programming.
- Experience in policy development, program implementation, and monitoring & evaluation.
- Demonstrated experience in clinical mentorship and quality improvement.
- Familiarity with WHO and national HIV treatment guidelines.
TENURE OF OFFICE
The successful candidate shall be offered a 1-year contract, renewable based on satisfactory performance and availability of funding.
