Background

The Ministry of Health and Sanitation, through the Directorate of HIV, STIs and Viral Hepatitis (DHA), with support from the Centres for Disease Control (CDC) in line with the Cooperative Agreement (CoAg) under the Government-to-Government framework, is implementing a national strategy to strengthen adult HIV care and treatment services. This initiative aims to improve treatment outcomes, enhance retention in care, increase viral load suppression and ultimately improve the quality of life for people living with HIV.

The strategy further aims at improving identification, linkage to care, retention and viral load suppression among children and adolescents living with HIV.

Technical Advisor/Specialist – Adult HIV Care and Treatment under HIV Care and Treatment

Purpose of the Position

The Technical Advisor/Specialist will provide high-level technical support in policy development, service delivery, monitoring and evaluation and implementation learning for adult HIV care and treatment programs. The role is designed to strengthen coordination, improve program performance, and ensure evidence-based decision-making

Key Responsibilities

I. Policy and Program Development (30%)

  • Support development, review, and implementation of national HIV care and treatment policies, guidelines, and SOPs.
  • Ensure alignment with WHO recommendations and national priorities.
  • Contribute to the development of implementation plans, job aids, and technical briefs.
  • Promote harmonization of partner-supported interventions.

II. Service Delivery and Quality Improvement (30%)

  • Provide technical assistance and mentorship to national and district teams.
  • Strengthen ART initiation, regimen optimization, and continuity of care
  • Support quality improvement initiatives at facility and community levels.
  • Ensure availability and proper use of ART commodities and diagnostic services.

III. Monitoring, Evaluation, and Data Use (25%)

  • Support development and strengthening of data collection and reporting tools
  • Conduct data quality assessments and routine data reviews.
  • Analyze program performance including retention and viral load suppression.
  • Produce periodic analytical reports to inform decision-making.

IV. Research, Learning, and Innovation (15%)

  • Support operational research and implementation science initiatives.
  • Contribute to study design, data analysis, and dissemination of findings.
  • Promote translation of research into policy and program improvements.

Qualifications and Experience

Academic Requirements

  • Medical Degree (MBBS/MD) or equivalent from a recognized institution.
  • Master’s Degree in Public Health, Internal Medicine, Epidemiology, Infectious Diseases, or related field (preferred).
  • Additional training in HIV/ART management is an added advantage. program
  • Should be in good standing with Medical Council of Malawi 

Professional Experience

  • Minimum of 5 years’ experience in adult HIV care and treatment programs.
  • Experience in policy development, program implementation, and M&E systems.
  • Proven experience in clinical mentorship and supervision of ART services.
  • Familiarity with national and WHO HIV treatment guidelines.

TENURE OF OFFICE

The successful candidate shall be offered a 1-year contract, renewable based on satisfactory performance and availability of funding.
