
Pesticides Control Board (PCB)
Pesticides Control Board (PCB) was established as a Statutory Corporation by an Act of Parliament of 2000 (CAP. 35:03), amended in 2018, to control and manage pesticides trade, use and disposal in Malawi. It is guided by the Board of Directors who have the overall responsibility over its strategic leadership, control and performance.
The key functions and responsibilities of the board include to: –
- Register pesticides and issue certificates, licenses and permits, in accordance with the Act;
- Monitor and control the import, export, manufacture, distribution, sale, storage, use and disposal of pesticides in Malawi;
- Conduct public educational campaigns on the safe handling and use of pesticides;
- Advise the Minister on matters related to pesticides
- Prevent smuggling of pesticides and manage pesticides stocks at national level
- Monitor disposal of empty or used pesticide containers and decontamination of sites contaminated with pesticides;
- Dispose of any quantities of any pesticide or pesticide waste;
- Propose regulations to be made under this Act by the Minister.
In pursuit of its mandate, the Board is inviting applications from suitably qualified Malawians to fill the vacant positions that exist within the Board.
HUMAN RESOURCE AND ADMINISTRATION SECTION
Post: Principal Human Resource Management Officer
Grade: P3
Reporting to: Registrar
Responsible for: Assistant Procurement Officer, Clerical Officer
Purpose
To provide guidance in human resource and administrative issues for effective and efficient delivery of services
Key duties:
- Developing, reviewing and monitoring human resource and administrative policies, plans, systems, procedures and regulations
- Interpreting and advising on humen resource and administrative policies, terms and conditions of service and regulations.
- Coordinating the implementation of cross-cutting issues and staff welfare.
- Overseeing the development, implementation and maintenance of inventory, property and fleet management systems.
- Coordinating and processing staff recruitment, selection deployment.
- Developing and implementing staff orientation and induction programs.
- Maintaining Human Resource Management information System and database.
- Designing and implementing performance management system and facilitating periodic performance appraisals.
- Servicing and making submissions to the Appointment and Disciplinary Committee
- Allocating work and appraising staff.
Minimum Education Qualification and Experience
- A Bachelor’s Degree in Human Resource Management, Business Administration or Public Administration plus three (3) years progressive post qualification experience.
- A Master’s Degree will be an added advantage
