MAINTENANCE PLANNING ENGINEER (GRADE RA6)
The Roads Authority (RA) was created by the Roads Act No. 3 of 2006 to ensure that public roads are constructed, maintained or rehabilitated at all times; and to advise the Minister, and where appropriate, the Minister responsible for Local Government on the preparation and efficient and effective implementation of the Annual National Roads Programme.
The Roads Authority (RA) is inviting applications from suitably qualified Malawians to fill the vacant position of Maintenance Planning Engineer tenable at its Regional Office in Mzuzu.
The role of the Maintenance Planning Engineer is to be responsible for maintenance planning and asset management functions in the region.
The Maintenance Planning Engineer reports to the Regional Manager and is specifically responsible for: –
- Facilitating and participating in the preparation of regional annual road maintenance programs.
- Managing road infrastructure data collection and management functions in the regions.
- Coordinating the annual review of the road infrastructure asset management plans and asset valuations in conjunction with relevant internal stakeholders, to meet current and future asset management service needs and the provision and maintenance of road assets.
- Accessing, analysing and evaluating the implications of asset data trends and developments and advising appropriately on these in a timely manner.
- Maintaining records and files essential to meaningful analysis and reporting of maintenance-related matters.
- Producing reports from existing systems in developed formats when required.
- Ensuring that environmental and social impact assessment is being accurately conducted and monitored on all projects.
- Ensuring that monitoring and evaluation is being carried out on all planned and implemented works projects.
- Preparing periodic reports.
The desired candidate must have the following qualifications, experience, knowledge, skills and abilities: –
- Bachelor’s Degree in Civil Engineering from a recognized university.
- 5 years of working experience in construction contracts management in RA.
- Must be a registered graduate engineer
- Knowledge and understanding of asset management principles, systems and techniques, including the ability to perform data interpretation and analysis to assist with asset planning.
- Excellent written and oral communication skills, including the ability to communicate with a range of stakeholders.
- Demonstrated ability to identify asset condition and formulate and implement an improvement plan for asset service delivery.
- Demonstrated analytical, conceptual and problem-solving skills with a high degree of initiative and flexibility including ability to and respond effectively to change.
- High level skills in the use of computer software for project management, asset management and data analysis.
- Strong leadership skills, with a proven ability to role model values and behaviours.
- Strong organisational skills.
- Demonstrated ability to act with integrity at all times, with all stakeholders
