CHIEF MAINTENANCE ENGINEER (GRADE RA4)
The Roads Authority (RA) was created by the Roads Act No. 3 of 2006 to ensure that public roads are constructed, maintained or rehabilitated at all times; and to advise the Minister, and where appropriate, the Minister responsible for Local Government on the preparation and efficient and effective implementation of the Annual National Roads Programme.
The Roads Authority (RA) is inviting applications from suitably qualified Malawians to fill the vacant position of Chief Maintenance Engineer tenable at its Headquarters in Lilongwe.
The role of the Chief Maintenance Engineer is to manage the implementation of maintenance projects from procurement to final acceptance in accordance with necessary procedures and requirements.
The Chief Maintenance Engineer reports to the Director of Maintenance and is specifically responsible for: –
- Providing guidance in the preparation of procurement documents for contacting and consulting services for road maintenance projects.
- Reviewing maintenance project reports to establish validity.
- Reviewing and consolidating weekly, monthly, quarterly and annual reports from regions on maintenance projects.
- Ensuring that quality and quantity standards on road maintenance are being achieved commensurate with available funding.
- Managing consolidation of cash flows from consultants and contractors and development of database for checking monthly contractors’ and consultants’ payments for accuracy and recommending for approval by the departmental head.
- Conducting final technical review of all road maintenance projects and prepare performance reports for contactors and consultants.
The desired candidate must have the following qualifications, experience, knowledge, skills and abilities:
- Bachelor’s Degree in Civil Engineering from a recognized university.
- 5 years of working experience in construction contracts management in RA.
- Must be a registered graduate engineer.
- Project management skills.
- Strong analytical and negotiations skills.
- Good computer literacy.
- Strong interpersonal skills
- Problem solving skills.
- Must have a working knowledge of Occupational Health and Safety regulations.
- Good communication skills both oral and written.
