1.0 Introduction Background
The Government of Malawi (GoM) through the National Local Government Finance Committee (NLGFC) has received financing towards the cost of Governance to Enable Service Delivery (GESD) Project. The NLGFC intends to apply part of the proceeds of this financing to eligible payments under the contract for hiring Project Coordinator on a three – year contract renewable annually based on performance and availability of financial resources or mutually agreed by both parties.
NLGFC therefore invites applications from suitably qualified and interested candidates to fill the position of Project Coordinator at the NLGFC Offices. The terms of Reference (TORs) for Project Coordinator are as follows:
2. The Objectives of the Assignment
The objective of the Project Coordinator position is to provide strategic leadership and day-to-day management of the project to ensure the timely and effective delivery of project activities and achievement of project objectives. The Project Coordinator will coordinate planning, budgeting, procurement, contract administration, financial management, environmental and social safeguards, human resource management, governance arrangements, stakeholder engagement, and implementation support missions, while ensuring compliance with Government and donor requirements.
3. Duties and Responsibilities
The duties will include but will not be limited to:
- Coordination: Ensure cross-component and cross-institutional coordination and linkages through information sharing, joint implementation of project activities and provide strategic guidance and coordination to the PIT members on all project related activities in order to keep workflow on track;
- Planning: Spearhead and coordinate the preparation and implementation of Project’s Annual Procurement Plan in line with agreed timelines and budgets; spearhead the planning and implementation of project activities to each activity specific goals and project goals overall in coordination with the PIT technical specialists and relevant key stakeholders; ensure that detailed activity plans are prepared and monitored; be proactive and provide solutions to bring forward delayed/off-track activities; ensure alignment of all activities with the annual work plan and budget;
- Budgeting: Lead the timely development of consolidated project budgets for planned activities, cash flow forecasts, executing and monitoring of budgets, and ensure that the activity budgets are aligned with the annual work plan and consistent; coordinate with the PIT Financial Management Specialist and liaise with key ministries and departments and local authorities for budget planning and execution;
- Procurement: In coordination with the PIT Procurement Specialist ensure the timely preparation, execution and updated of procurement plans at the central level and at the district level; liaise with all relevant stakeholders; ensure that all procurements for consultants, goods and works under each procurement plan are carried out in accordance with the agreed procedures, including the Financing Agreement; the World Bank Procurement Guidelines/regulations and the Government of Malawi Public Procurement and Disposal of Assets Act 2025 and World Bank policies.
- Contract Management: Lead the management of contracts for consultants and other service providers, and work with all PIT members to evaluate potential problems and technical hitches and timely develop solutions;
- Financial Management: Manage financial resources of the project in coordination with the PIT Financial Management Specialist; ensure that all project activities are executed in accordance with the Financing Agreements, and the policies and standards of all relevant implementing agencies; ensure strict adherence to project budgets by monitoring expenses and implementing cost-saving measures; and ensure the timely preparation of financial statements and audits according to the Financing Agreement; ensure that the project is timely audited by the National Audit Office and submit an annual audit report to Government of Malawi and World Bank not later than 30th September.
- Environmental and Social Safeguards: Ensure that all environment and social safeguards are adhered in all activities financed by the GESD 2.0 project and are managed in accordance with World Bank’s Environmental and Social Framework (ESF), and Good International Industry Practice (GIIP); coordinate with relevant PIT specialists, district officials and relevant Ministries, Departments and Agencies to ensure eligible local authorities develop and implements environmental safeguards issues in all the sub project sites;
- Project Office Management and Staff Management: Manage the PIT on a day-to-day basis; coordinate and supervise administrative activities necessary for the successful implementation of GESD 2.0; supervise and be responsible for the specialists’ time commitment and performance on the project; ensure timely preparation and submission of all consultants reports from the Project Engineers; Financial Management Specialist; Procurement Specialist; Monitoring and Evaluation Officer; Safeguards Specialist; Occupation and Health Specialist; Environmental Safeguard Specialist and all implementing agencies; undertake staff performance appraisals with support from NLGFC; and
- Oversight Meetings, Monitoring and Evaluation, and Supervision: Facilitate key project meetings (quarterly project progress meetings, meetings of the Project Steering Committee, meetings of the Project Technical Committee) and liaison with stakeholders regularly and submit minutes of respective meetings within 48 hours; serve as Secretary to the PTC and supervise and ensure execution of any decisions approved by the PTC; ensure that all activities at central and at district level are carried out according to the provisions of the Malawi Government legislation and as stipulated in the Project Operations Manual and Financing Agreement; prepare and submit monthly, quarterly and annual project progress reports to the Executive Director and the World Bank task team; prepare and submit bi-annual updates on project progress against the project results framework; organize World Bank implementation support missions, including follow up on mission recommendations.
4.Qualifications and Experience
The candidate should meet the following qualifications:
- A Master’s Degree in Project Management, Economics, Development Studies, Finance/Accounting, Business Administration, or Engineering from a recognized institution;
- At least 8 years relevant working experience in senior positions or project management positions in public sector projects with a focus on planning, budget management and execution;
- At least 5 years of relevant working experience with Malawi’s Public Financial Management Structures; experience in fiscal decentralization is considered an asset
- Demonstrated proficiency with project and budget management software / tracking tools, project fiduciary procedures;
- Demonstrated problem-solving skills and managerial skills, including proactivity;
- Demonstrated experience to work effectively with and in multi-sectoral teams;
- Good computer skills and proficient in the use of Microsoft Office (Excel, Word and PowerPoint, etc.);
- Highly motivated with excellent planning, analytical, communications and interpersonal skills as well as a high level of diplomacy;
- Experience in working with the World Bank, multi-lateral development partners or bilateral partners is considered an asset;
- Willingness to work under pressure, tight timelines, and with minimum supervision;
- Excellent communication and report writing skills and be fluent in English; and
- Upholding of anticorruption and antibribery ethics.
5. DURATION OF ASSIGNMENT
The assignment is expected to span a total period of up to three (3) years, with annual performance reviews and contract extensions subject to satisfactory performance.
6. LOCATION OF EMPLOYMENT
The Project Coordinator will be based at the NLGFC offices in Lilongwe. The Project Coordinator will occasionally be required to travel to district authorities in Malawi to engage with district officials to guide and improve project implementation.
7. REPORTING
The Project Coordinator will report to the Executive Director of National Local Government Finance Committee for all the project progress and implementation issues.
8. MODE OF APPLICATION
The attention of interested Consultants is drawn to Section III, paragraphs 3.14. 3.16 and 3.17 of the World Bank’s “Procurement Regulations of IPF Borrowers” dated September, 2025 (“Procurement regulations”), setting forth the World Bank’s policy on conflict of interest and A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
