The Malawi Broadcasting Corporation (MBC) is Malawi’s national public service broadcaster, established under the Communications Act, 2016. As a public broadcasting services licensee, MBC is mandated to inform, educate, and entertain the public through objective, professional, and independent broadcasting that promotes informed public discourse, reflects Malawi’s cultural diversity, and upholds human rights, the rule of law, and the Constitution.

To strengthen its executive leadership team and deliver on its strategic mandate, MBC invites applications from suitably qualified, experienced, and dynamic Malawian professionals to fill the following Executive Management position:

POSITION 1: DIRECTOR OF HUMAN RESOURCES AND ADMINISTRATION

(3-Year Performance-Based Contract | Based at MBC Head Office, Blantyre)

This is a highly demanding strategic leadership role. We are seeking a visionary and innovative HR leader who will provide policy guidance and initiate operational, human resource, and administrative innovations geared at making MBC a rejuvenated, vibrant, and competitive Corporation. The ideal candidate will be a change agent, driving organizational effectiveness and fostering a high-performance culture.

KEY QUALIFICATIONS & EXPERIENCE

  • Academic: A Master’s Degree AND a Bachelor’s Degree in Human Resource Management or Public Administration or Business Administration from recognized and accredited institutions.
  • Professional Membership: Full membership of the Institute of People Management Malawi (IPMM) or an equivalent recognized national/international human resource professional body.
  • Work Experience: A minimum of ten (10) years of postgraduate work experience, with at least five (5) of those years served at an Executive Management level within a reputable public or private institution. This experience must demonstrate a proven track record of strategic leadership, policy formulation, organizational transformation, and Board governance.

  • Governance Expert: Strong experience in managing Board and Committee affairs, including the provision of high-level governance and secretariat support
  • Exceptional Communicator: Superior written and verbal communication skills, good negotiation skills, with the ability to advise and influence Executive Management and staff on complex HR and administrative matters.
  • Integrity & Resilience: Unquestionable personal and professional integrity, with the resilience to manage a complex portfolio, including cross-cutting issues such as HIV/AIDS, gender mainstreaming, and climate change.
  • People Management: Excellent people management and interpersonal skills; able to deal effectively with a diverse workforce; self-motivated and a strong team player.
  • Labour Law Expertise: Thorough understanding of the Malawi Labour Laws and good human resource management practices.

KEY RESPONSIBILITIES AND DUTIES

Policy & Strategy:

  • Formulating, implementing, monitoring, and reviewing human resource and administrative policies, procedures, and regulations to ensure operational effectiveness.

Talent Management:

  • Overseeing the entire recruitment and selection processes to attract, retain, and develop top talent.
  • Planning, coordinating, and monitoring staff development and career progression frameworks.
  • Administering performance and reward management systems, processes, and procedures.

Strategic Advisory:

  • Providing authoritative advice and support to management and staff on the implementation of the Corporation’s Human Resource and Administrative policies and procedures.
  • Interpreting human resource and administrative policies, laws and regulations and ensuring compliance with applicable Malawi Labour Laws and good Human Resource Management practices.

Governance & Board Support:

  • Coordinating Board and Board Committee affairs, including the provision of governance and secretariat support, in liaison with the Director General.

Cross-Cutting Management:

  • Overseeing the management and implementation of cross-cutting issues such as HIV and AIDS, gender mainstreaming, and climate change awareness at the workplace.

Operational Oversight:

  • Overseeing the implementation of procurement, works, and buildings activities to ensure efficiency and value for money.
  • Consolidating and implementing departmental budgets in line with corporate financial frameworks.
  • Supervising staff in the Department;

Performance & Reporting:

  • Appraising the performance of Human Resource and Administration Managers.
  • Coordinating the preparation and submission of statutory and Government reports, performance management documentation, and related corporate returns in liaison with Executive Management.
  • Preparing management reports on the performance of the human resource and administration functions.
