SUPPLY AND INSTALLATION OF SOLAR BACK UP POWER IN CENTRES

Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Organization (NGO), established in 1987 to improve the quality of life in Malawi through the provision of Sexual and Reproductive Healthcare and primary healthcare. BLM is requesting bids for:

BLM invites sealed quotations from eligible and suitably qualified service providers for the supply, installation, testing and commissioning of solar back-up power systems in 23 BLM Centres.:

  1. SCOPE OF SUPPLY

The successful service provider will be required to supply, install, test and commission solar back-up power systems at the identified BLM Centres. The systems shall include, but shall not be limited to, the following:

Bidders should ensure that all equipment and materials supplied are new, of good quality, fit for purpose and compliant with applicable standards and manufacturer specifications.

The quotation should include all costs associated with the supply, transportation, installation, testing and commissioning of the solar back-up power systems, including all necessary accessories, fittings, labor and other incidental costs required for a complete and functional installation.

  1. LOCATION OF INSTALLATION

 The Solar back Up power System will be installed at the following BLM Centres: Area 25, Kawale, Falls, Mchinji, Mponela, Kasungu, Mzuzu, Rumphi, Karonga, Dwangwa, Nkhotakota, Salima, Dedza, Ntcheu, Balaka, Mangochi, Zomba, Ndirande, Lunzu, Chilomoni, Zingwangwa, Bangwe, Bvumbwe

  1. SITE SURVEY AND INSPECTION

Potential service providers are encouraged to undertake a site survey and inspection prior to submitting their quotations in order to assess the site conditions, installation requirements, accessibility, existing electrical infrastructure and any other factors that may affect the implementation of the solar back-up power systems.

Bidders shall be free to visit any BLM Centre that is convenient to them for purposes of conducting a site survey. Bidders may select one or more Centres as representative sites for assessing the prevailing conditions.

Any bidder wishing to undertake a site visit should contact the BLM Procurement Team on requestforquotations@banja.org.mw in advance to facilitate access to the selected Centre(s).

  1. PRICE QUOTATION

The quotation should clearly indicate:

  • Unit prices and total prices for each item;
  • Installation and commissioning costs;
  • Transportation and delivery costs;
  • Applicable taxes and any other statutory charges
  • The total quoted price.

All prices should be quoted in Malawi Kwacha and should remain valid for a minimum period of 15 days from the closing date.

  1. QUOTATION EVALUATION

All quotations received will be evaluated in accordance with the requirements outlined in this Call for Tender. Evaluation will be conducted in the following stages:

a. Administrative Compliance:

Bidders must submit all mandatory documentation listed under Clause 6 of this Call for Tender. Failure to submit any mandatory document may result in the quotation being declared administratively non-compliant and excluded from further evaluation.

b. Technical Compliance:

Quotations that meet the administrative requirements will be evaluated against the technical specifications and requirements contained in this Call for Tender. Bidders must demonstrate full compliance with the specified technical requirements. Where a bidder proposes an alternative specification, the bidder must clearly indicate the deviation and provide sufficient technical information for BLM to assess the proposed alternative.

c. Financial Evaluation

Financial evaluation will be conducted only for bidders whose quotations have been determined to be administratively compliant and technically responsive.

  1. MANDATORY DOCUMENTATION
  • A copy of your Trading License
  • A copy of your valid Annual Tax Clearance Certificate
  • Valid PPDA Certificate
  • Valid MERA Certificate
  • At least 3 copies of recent and relevant LPOs and/ or contracts demonstrating experience in the supply and installation of solar power systems 

7.  SUBMISSION OF QUOTATIONS

 Quotations must be hand-delivered in a sealed envelope and deposited in the tender box at the BLM Support Office. The envelope should be clearly marked: “SUPPLY AND INSTALLATION OF SOLAR BACK-UP POWER IN CENTRES” and addressed to: The Internal Procurement & Disposal Committee

The closing date and time for submission of quotations is: 15:30 hours on Monday, 31st August 2026.

8.  LATE SUBMISSIONS

Quotations must be submitted on or before the closing date and time specified in this Call for Tender.

Any quotation received after the stipulated deadline will be rejected and will not be considered for evaluation, irrespective of the reason for the delay.

 NOTE: A contract will be awarded to the bidder whose quotation is determined to be administratively compliant, technically responsive, and offers the lowest evaluated price. Banja La Mtsogolo reserves the right to award the contract to the bidder whose quotation is determined to offer the best evaluated outcome in accordance with the stated evaluation criteria and applicable procurement requirements.
