REHABILITATION OF CHIWETA-KARONGA ROAD

1. Scope of works and Source of funding
1.1. The Roads Authority (RA) with funding from Malawi Government has budgeted public funds for the procurement of various works in the 2026 – 2027 financial year. The RA intends to apply part of the funds to cover eligible payments for Rehabilitation of Wovwe Bridge-Karonga Road Section on Chiweta-Karonga (M001) Road in Rumphi and Karonga Districts. The works will be constructed in Two Lots:
Lot 1: Rehabilitation of Chiweta-Wovwe Bridge Road Section on Chiweta-Karonga (M001) Road in Rumphi and Karonga Districts-
Lot 2: Rehabilitation of Wovwe Bridge-Karonga Road Section on Chiweta-Karonga (M001) Road in Rumphi and Karonga Districts-Lot 2
1.2. Bidders should note that to qualify for award of the contract they are required to meet certain minimum qualifying criteria as provided in Section III: Evaluation and Qualification Criteria of the Bidding Document.
1.3. Bidders should also note that the works must be completed within Twenty Four (24) months inclusive of mobilization period.
2. Bidding procedures
2.1. Bidding will be conducted in accordance with the Open International Tender Procedures contained in the Public Procurement and Disposal of Public Assets (PPDA) Act (2025) and the Public Procurement Regulations of 2020 of the Government of the Republic of Malawi and is open to all bidders from eligible source countries.
2.2. All eligible bidders are required to show evidence of registration with the Construction Industry Regulatory Authority (CIRA) in the Unlimited Civil Engineering Category:
2.3. Bidders are free to submit Bids for any of the above Sections, which will be designated as LOTS or for any combinations of LOTS:
- Bidders wishing to Bid for a Package of LOTS must submit bids for each separate LOT and in each bid provide proof of qualification as required for each separate LOT.
- The Bidder must also provide proof that the financial qualification for the aggregated requirements for all LOTS in the package can be achieved through evidence that the totals of AATO and liquidity and personnel and equipment required for the combined LOTS are available.
2.4. Interested eligible bidders may obtain further information from the RA Head Office and inspect the bidding documents at the addresses given below from 0800 – 1200 hours and from 1300 – 1600 hours, Monday to Friday starting from 17th June 2026.

2.5. Bidding Documents: A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non-refundable fee of MWK50,000.00 at the RA Head Office.
2.6. The method of payment will be a Bank deposit at the NBS Bank account as provided:

2.7. Bids shall be valid for a period of 120 days from the date of opening.
2.8. Requests for clarification on bidding documents or general questions must be sent in writing to the address in (3) above at least 10 calendar days before the tender closing date.
2.9. The Roads Authority is not bound to accept the lowest or any tender.
2.10. A margin of preference of 20% shall be applied to all firms wholly owned by Indigenous Black Malawians as provided for under ITB30.1 of the Bid Data Sheet.
3. Submission of bids
3.1. Bids must be delivered to Roads Authority Head Office, Paul Kagame Road in sealed envelopes clearly marked Procurement Reference Number and Contract Details at or before 10:00 Hours Local Time on 10th July 2026;
32. All bids must be accompanied by a Bid Security in the format as provided in Section 4 of the bidding documents.
3.3. Attention is drawn to the Procurement Regulations requiring the bidders to disclose information on the successful Bidder’s Beneficial Ownership, as part of the Contract Award Notice, using the
