1.0 Job Information

2.0 Role Summary

The HIV and TB Clinical Officer is responsible for providing high-quality, patient-centered clinical and programmatic support for HIV and TB services across PIH/APZU-supported health facilities and surrounding communities in Neno District.

The role works closely with Ministry of Health (MOH) teams to support HIV and TB case finding, linkage to care, treatment, patient retention, clinical follow-up, data management, quality improvement, mentorship, and program implementation.

The Clinical Officer contributes to HIV and TB program priorities in line with national guidelines, MOH policies, and PIH/APZU strategies.

3.0 Core Responsibilities

3.1 Program Planning

• Contribute to development and implementation of the annual HIV and TB Program Work Plan with MOH teams.
• Support implementation of HIV and TB activities in line with APZU strategy.
• Participate in planning and coordination of HIV and TB clinical activities.

3.2 Direct Clinical Service Delivery

• Provide integrated clinical care to HIV and TB patients at health facilities and surrounding communities.
• Conduct clinical assessments for TB and HIV case finding and linkage to care.
• Conduct ward rounds for HIV and TB patients.
• Participate in default tracing, Teen Club activities, and Differentiated Models of Care.
• Conduct integrated home-based clinical assessment and follow-up.
• Make appropriate treatment and referral decisions.
• Deliver services in accordance with national guidelines and PIH/APZU standards.

3.3 Program Operational Support

• Collaborate with MOH teams to ensure availability of HIV and TB supplies and commodities.
• Monitor stock and report stock-outs promptly.
• Collaborate with Operations and MOH to support an effective supply chain system.
• Support functionality of medical equipment.
• Organize transport with Operations for facility visits and home-based care.
• Support functional referral systems for HIV and TB patients.
• Comply with applicable APZU policies and procedures.

3.4 Capacity Building and Mentorship

• Identify training and capacity-building gaps with MOH teams.
• Conduct mentorship sessions with clinicians and nurses alongside service delivery.
• Facilitate onsite CPD sessions on HIV and TB clinical care.
• Provide technical support to facility teams.
• Participate in conferences, workshops, CPDs and other professional development activities.

3.5 HIV and TB Data Management, Reporting and Quality Improvement

• Ensure timely and accurate documentation using standard MOH and PIH tools, including ART registers, TB registers and EMR.
• Participate in data verification activities.
• Organize monthly and quarterly data reviews with MOH teams.
• Submit monthly HIV and TB reports accurately and on time.
• Ensure data quality, completeness and accuracy.
• Collaborate with MOH teams to implement QI projects addressing identified gaps.
• Use program data to inform clinical and programmatic decisions.

3.6 Resource Mobilization and Budget Management

• Contribute to departmental annual budgets and responsible use of resources.
• Ensure proper documentation and liquidation of expenditures.
• Support efficient spending and compliance with HIV and TB budget lines.
• Comply with APZU Finance policies.

5.0 Qualifications and Experience

• Bachelor’s Degree in Clinical Medicine.
• Registered with the Medical Council of Malawi.
• Minimum 2–4 years’ experience in clinical service delivery.
• Experience in HIV and TB clinical care is required.
• Experience in data-driven decision-making and Quality Improvement is an added advantage.
• Experience in project implementation, monitoring and evaluation is an added advantage.

6.0 Additional Notes

• Willingness to work in rural and resource-constrained settings.
• Regular travel to supported health facilities and communities is required.
• Ability to work collaboratively with MOH and partner teams.
• Commitment to PIH/APZU values of social justice, health equity, quality improvement and service excellence.
• No direct reports.
• Adherence to national HIV/TB guidelines, MOH policies and relevant PIH/APZU policies and procedures.
