The Malawi Environment Protection Authority (MEPA) was established by Section 7 (1) of the Environment Management Act (EMA) of 2017 as the principal agency for the protection and management of the environment and sustainable utilization of natural resources. MEPA coordinates, monitors, supervises and consults with all relevant stakeholders on all activities relating to the utilization and management of the environment and natural resources.
MEPA is inviting applications from suitable, highly qualified, experienced and motivated candidates to fill the following vacancies tenable at its Secretariat at MEPA House, Nkhalango Street, City Centre, Lilongwe:
FINANCE DIVISION
Job Title : Accountant
Grade : ME5
Reporting to : Senior Accountant
Responsible for : Assistant Accountant
Purpose of the Job:
To implement financial and accounting services for effective and efficient utilization of financial resources in the Authority.
Key duties and responsibilities
- Preparing annual financial budget for the Authority in liaison with heads of Divisions.
- Preparing periodic financial reports for submission to management.
- Monitoring and controlling expenditure to ensure adherence to budget and procedures.
- Ensuring proper approvals for all payments.
- Implementing and maintaining sound financial revenue and management accounting policies, control systems and procedures
- Implementing and reviewing computerized accounting systems
- Producing statutory financial statements, and management accounts, highlighting areas of under or over expenditures against approved budget
- Implementing revenue collection strategies
- Facilitating and monitoring bank transfers and payments.
- Maintaining the fixed assets register
- Monitoring revenue collection and receivables aged analysis and providing relevant advice to management.
- Instituting and maintaining revenue performance standards.
- Resolving clients’ queries related to revenue collection
- Leading in the preparation and implementation of audits and facilitate responses to audit queries.
- Managing the finance section and resources allocated to it; and
- Performing any other duties relevant to the post as may be assigned.
PERSON SPECIFICATIONS
Minimum Qualifications and Work Experience
- Bachelor’s degree in Accounting/Finance from an accredited institution recognised by National Council of Higher Education (NCHE).
- A minimum of three (3) years’ experience in finance and accounting in a busy organisation.
- A member of ICAM
Additional Skills and Abilities
- Good knowledge of financial management and accounting.
- Working knowledge of accounting packages such as Accpac, SAGE etc.
- Proficient skills in Microsoft Office (MS Word, Excel and Access).
- High integrity and honesty personality.
- Problem solving and decision-making abilities.
- Excellent numerical skills, strong analytical skills and a good eye for detail.
- Good negotiating skills.
- Strong interpersonal skills and ability to work in a team.
- Strong planning and organizational skills.
- Ability to multi-task and meet deadlines.
- Ability to work under minimum supervision.
- Good communication and presentation skills.
