The Malawi Institute of Education (MIE) is a semi-subvented government parastatal established by Order, Government Notice No. 60 of 1979, under the Education Act (CAP. 30.01). MIE is mandated to design and develop curricula, conduct educational research, monitor and evaluate the national school and primary teacher education curricula, and provide continuing professional development for education personnel. The Institute also publishes and evaluates curriculum materials to ensure that education meets the present and future needs of Malawian society.

To fulfil this mandate, MIE invites applications from suitably qualified Malawian nationals for the following positions, tenable at the Malawi Institute of Education, Domasi in Zomba District:

Job title: Procurement Officer
Grade: M6
Responsible to: Director of Corporate Services
Responsible for: Assistant Procurement Officer

Purpose of the Job

To procure goods, works and services in line with the public procurement and disposal legal framework and MIE policies.

Key duties and responsibilities

  1. Develop, implement, monitor and review procurement policies, plans and procedures.
  2. Ensure compliance with procurement regulations and guidelines.
  3. Liaise with requisitioning units to ensure accurate product and service specifications.
  4. Prepare requests for quotations and bid documents.
  5. Coordinate the closing, opening and evaluation of bid documents.
  6. Prepare, administer and monitor procurement contracts.
  7. Serve as Secretary to the Internal Procurement and Disposal Committee (IPDC).
  8. Prepare reports for Management.
  9. Allocate work, appraise staff, develop and manage sectional budgets.

Qualification and other requirements

  • Bachelor’s Degree in Procurement and Supply Chain Management plus at least three (3) years’ relevant experience.
  • Must be a registered member of the Malawi Institute of Procurement and Supply (MIPS).
  • Working knowledge of the Malawi National Electronic Procurement System (MANEPS).
  • Sound knowledge of contract management and documentation.
  • Excellent report-writing skills.
  • Familiarity with the Public Procurement and Disposal of Assets (PPDA) Act 2021.
  • Proven experience in tendering and bidding processes.
  • Excellent ICT skills.
  • Registered member of the Malawi Institute of Procurement and Supply (MIPS).
