The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act, 2016 to regulate the provision of services in the communications sector in Malawi, comprising telecommunications postal and broadcasting.
MACRA is inviting suitable people to apply for the following vacant positions tenable at its Blantyre Head Office.
POSTAL AND E-COMMERCE DIRECTORATE
POSTAL SERVICE OFFICER – M6
Job Purpose
To support the implementation of postal and e-commerce sector initiatives through operational coordination, data analysis, stakeholder engagement and digital systems support with the aim of enhancing service delivery, regulatory compliance, user trust and last-mile logistics performance within the postal and courier ecosystem.
Key Duties and Responsibilities
1. Postal and E-Commerce Operations Support
- Support the implementation of postal and national e-commerce development frameworks, strategies| and guidelines.
- Coordinate day-to-day operational activities between postal operators, courier services, e-commerce platforms and logistics providers to ensure efficient and reliable service delivery.
- Support initiatives aimed at improving last-mile delivery, service coverage and operational efficiency.
2. Data Analysis and Reporting
- Collect, analyse, and interpret data on postal and e-commerce sector performance and service
delivery trends. - Prepare reports, briefs and summaries to support planning, monitoring and decision-making
- Support research activities and contribute to the identification of sector gaps, risks and improvement opportunities.
3. Digital Systems and Innovation Support
- Support the deployment, utilisation and optimisation of digital tools and systems that enhance postal and e-commerce logistics.
- Assist in monitoring trends in digital commerce and logistics to inform service improvements.
- Contribute to initiatives aimed at improving digital integration, platform efficiency and service accessibility
4. Stakeholder Coordination and Ecosystem Support
- Support coordination with postal operators, courier services, e-commerce platforms, logistics providers and other relevant stakeholders.
- Assist in addressing operational challenges related to delivery services fulfilment and customer experience.
- Support stakeholder engagement initiatives to enhance sector coordination, transparency and efficiency.
5. Consumer Protection and Service Monitoring
- Support monitoring of service delivery standards and compliance within the postal and courier sector.
- Assist in tracking and addressing delivery-related complaints and service gaps linked to e-commerce activities.
- Support the identification and monitoring of issues affecting e-commerce platform users, including consumers and online merchants, particularly in relation to digital payments, transaction reliability and user experience
- Support the identification and monitoring of ssues relating to data protection, cybersecurity and platform integrity within the e-commerce ecosystem and escalate concerns in line with established frameworks.
6. Awareness and Capacity Building
- Support implementation of awareness campaigns and programmes to promote digital literacy and e-commerce adoption.
- Assist in capacity-building initiatives targeting postal operators, courier service providers and e-commerce stakeholders.
- Support development of informational materials, guidelines and user support resources.
Qualifications and Experience
- Bachelor’s degree in Information Communication Technology [ICT), E-Commerce, Logistics, Business Administration, Economics or a related field
- Minimum of 2-3 years’ experience in postal services, courier operations, e-commerce, logistics or digital platform environments
