The Beautify Malawi Trust (BEAM) is a registered organization in Malawi under the Trustee’s incorporation Act. In its quest to implement the new Strategy (2026 to 2030), BEAM is looking for well qualified Malawians to fill up the existing positions at its Secretariat in Lilongwe. JOB DESCRIPTION – PROGRAMME MANAGER
Job Title: Programme Manager
Location: Lilongwe, Malawi (with regular travel across Malawi)
Reports to: Board of Directors
Duration: Full-time, 3 -year contract (renewable, subject to performance and funding)
1.0 Overall Purpose
The Programme Manager will provide strategic and operational leadership for the effective implementation of the BEAM National Strategy (2026-2030. S/he will be responsible for overseeing the delivery of all programmatic activities under the two strategic pillars: Sanitation & Hygiene and Health. The role involves ensuring that interventions are evidence-based, achieve measurable impact, and are delivered on time and within budget. The Programme Manager will act as a key liaison with government ministries, city councils, and implementation partners to ensure alignment, coordination and the successful execution of BEAM’s “game changers,” including the holistic hospital ecosystem model.
2.0 Key Responsibilities
2.1 Strategic Programme Leadership & Coordination
- Lead the translation of the BEAM National Strategy into annual operational plans, detailed implementation roadmaps, and budgets.
- Ensure a cohesive and integrated approach across both strategic pillars.
- Coordinate other key stakeholders to align BEAM’s activities with national and local priorities.
2.2 Project Cycle Management
- Oversee the entire project cycle for all interventions, from inception and planning to implementation, monitoring, and closure.
- Ensure that high-quality standards are maintained in all activities, including infrastructure development (WASH blocks, hospital), behaviour change campaigns, and enterprise development.
- Manage programmatic risks and develop mitigation strategies in collaboration with the project teams.
- Champion the “City-Level Proof, National Influence” game-changer by documenting best practices and lessons learned for policy advocacy and replication.
2.3 Monitoring, Evaluation, Accountability & Learning (MEAL)
- Work closely with the M&E Officer to implement the Strategy Monitoring Log Frame, ensuring timely collection and analysis of data for all KPIs.
- Oversee the production of high-quality quarterly and annual progress reports for the Secretariat, Board of Trustees, and donors.
- Ensure that the “Leave No One Behind” principle is integrated into programme design, measurement, and reporting.
- Lead periodic programme reviews and learning events to adapt strategies based on evidence.
2.4 Team Management & Capacity Building
- Provide direct supervision and mentorship to Programme Officers and other programmatic staff.
- Foster a culture of professionalism, accountability, and service of excellence within the programme team.
- Identify capacity gaps within the team and community structures and facilitate targeted training (e.g., in CLTS, MHM, project management).
2.5 Resource Mobilization & Representation
- Lead in developing concept notes and funding proposals aligned with the strategy.
- Represent BEAM at national technical working groups, partner coordination meetings, and high-level advocacy forums as required.
3.0 Person Specification
Education
- Master’s Degree in Project Management, Social Sciences, or a related field.
- Post-graduate qualification in WASH or Environmental Health.
Experience
- Minimum of 10 years of progressive experience in managing complex development programmes, preferably in public health, WASH, or community development.
- Proven experience in coordinating with government ministries and local authorities.
- Experience in managing infrastructure projects or health system strengthening initiatives.
- Experience working in urban development contexts.
Skills & Knowledge
- Strong knowledge of project cycle management and results based management.
- Excellent budgeting, financial management, and donor reporting skills.
- Demonstrated ability in strategic planning and team leadership.
- Strong negotiation, representation, and stakeholder management skills.
- Proficiency in MS Office and project
- Familiarity with Malawi’s decentralized governance structures and health/WASH policies.
- Knowledge of SDG 3, SDG 6, and Malawi 2063

- Excellent communication (written and oral and interpersonal skills.
- Ability to work under pressure and meet tight deadlines.
