JOB TITLE: Information Technology (IT) Specialist

JOB LOCATION: Lilongwe, Malawi

REPORTS TO: Operations and Finance Director

The purpose of the Global Health Supply Chain (GHSC) program – Procurement and Supply Management (PSM) project is to ensure the uninterrupted supply of health commodities in support of USG-funded public health initiatives around the world.

The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and Population and Reproductive Health. In supporting USG-funded global health activities, PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
    Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

To support these activities the GHSC-PSM project would like to hire a long term IT specialist.

Roles and Responsibilities

  • Maintenance and control of software and hardware related to servers, firewalls, switches, desktop computers, laptops, printers, scanners, etc.
  • Liaise with internet service providers to secure and install, configure, and maintain an internet connection appropriate for the office environment.
  • Install, configure, and maintain computer hardware, system software (operating systems), email service printing and applications.
  • Monitor server (DNS, DHCP, SQL Server, Domain Controller, Print Server) and LAN traffic, which will help to identify potential problems and subsequently, develop solutions.
  • Add or remove devices from Azure Active Directory/Microsoft Endpoint Manager.
  • Administer and maintain the local area network (LAN), including switches, firewall, access points as well as document LAN operations.
  • Administer and manage IT equipment, including inventory management, software versions, server and workstation updates, printers, licenses, file sharing server with regular backups.
  • Research new IT applications with the objective of optimizing office functions.
  • Establish and implement security policies and procedures (Antivirus, routine back-up system, firewall, encryption, etc.
  • Address unauthorized software and respond to security incidents affecting the project equipment.
  • Respond to endpoint protection security alerts and escalate when needed.
  • Reset users’ passwords and MFA settings when needed.
  • Communicate to project personnel proper use of IT system and provide training as required.
  • Provide technical support to project personnel on a timely basis.
  • Liaise with Chemonics’ home office IT teams to ensure compliance with IT-related policies and procedures.
  • Ensure that the project IT systems are compliant with Chemonics IT Security Standards.
  • Develop specification for IT equipment (desktop computer, laptops, printers etc) whenever there is a need for procurement and support with technical evaluations when requested

Qualifications

  • Bachelor’s Degree in Computer Science, Information Technology, Computer Engineering, or a closely related field.
  • A minimum of 5 years experience in information technology with emphasis on the following:
    • LAN Windows administration (Server 2008/2012 and Windows 7 or 8).
    • Practical experience with Oracle and MS SQL databases.
    • Firewall and VPN configuration, DNS, DHCP, Active Directory, backups, antivirus.
    • Experience with Identity Providers (IdP) like Microsoft Active Directory/Azure Active Directory.
    • Experience with Office 365 services.
    • Experience in networking fundamentals (LAN/WAN), preferably on Meraki products.
    • Experience with configuration management systems like Group Policy, SCCM, and Microsoft Endpoint Manager.
    • IT Security policies
  • Strong communication English skills (oral and written).
  • Ability to work in a team and independently with minimal supervision
  • Supervisory and training experience
