The Scottish Catholic International Aid Fund (SCIAF) and Trócaire Malawi together with their local partners are seeking the services of an independent consultant(s) to conduct an End-of-Programme Study to evaluate the implementation of the‘Community-led Planning and management for biodiversity protection and resilient communities in the catchment area of Lake Chilwa, Malawi’ project. This Terms of Reference (ToR) provides a statement of the background, primary purpose, scope, methodology, tasks, deliverables, input details and timeframe of the assignment. Background | |
| The Scottish Catholic International Aid Fund (SCIAF) is the lead agency and grant holder for this Jersey Overseas Aid (JOA)-supported project. As the official overseas development agency of the Catholic Church in Scotland, SCIAF works in seven countries to promote sustainable, resilient livelihoods and environmental stewardship, while also providing humanitarian assistance during emergencies. In Malawi, SCIAF focuses on rural agroecological livelihoods, support for people with albinism, youth vocational training, and climate change adaptation. Trócaire is a social justice organization working in partnership with local organisations and communities to tackle the root causes of poverty, injustice, and violence. Trócaire supports people to use their own power to create positive and lasting change. Trócaire is the overseas development agency of the Catholic Church in Ireland and have supported programmes in Malawi since 1976 with an established a country office in 2007. Globally, Trócaire provides humanitarian assistance and long-term support to communities in 16 countries across Africa, Asia, Latin America, and the Middle East. In Malawi, Trócaire works across three thematic areas of Promoting Climate & Environmental Justice, Supporting Women’s and Girls’ Protection, Voice and Leadership: and Saving Lives and Protecting Human Dignity. Jersey Overseas Aid (JOA) is the Government of Jersey’s official international development agency, working to reduce poverty and build long-term resilience in some of the world’s poorest countries, including. In Malawi, JOA supports locally led programmes that strengthen rural livelihoods through sustainable dairy farming, financial inclusion, climate resilience, and community development. Through these long-term partnerships, JOA aims to promote self-reliance, economic opportunity, and resilience. Trócaire Malawi, SCIAF, Churches Action Relief and Development (CARD), Civil Society Network on Climate Change (CISONECC) and International Centre for Research in Agro-forestry (ICRAF) with funding from Jersey Overseas Aid have been implementing a project called-Community-led Planning and Management for Biodiversity Protection and Resilient communities in the catchment area of Lake Chilwa, in the districts of Zomba, Phalombe and Machinga since February of 2023 which ends 31 February 2027. The project is a four year programme that aims at ensuring that ‘Rural communities living in poverty around Lake Chilwa Basin are more environmentally and economically sustainable and resilient due to a rehabilitated, sustainably managed and protected Lake Chilwa Basin’. The Lake Chilwa Basin (LCB) Programme has three specific outcomes; targeted communities, especially vulnerable and marginalized women, youths and People Living with Disabilities are empowered to protect and manage the Lake Chilwa Basin area; targeted communities’ poverty levels, especially vulnerable and marginalized women, youths and persons with disabilities, are reduced through enhanced and more resilient livelihoods which complement the natural environment; and collaboration between conservation and development actors is strengthened leading to increased peer learning and better outcomes for targeted communities. The LCB programme targeted some 9,000 households (approximately 45,000 people comprising of 60% female, 5% youth and 5% persons with disabilities in 48 communities covering 12 Traditional Authorities (TAs) along the rivers feeding into Lake Chilwa; with TAs Mwambo, Kuntumanji, Malemia and Nkumbira in Zomba District; TAs Mkhumba, Nazombe, Chiwalo and Jenala in Phalombe District; and TAs Mposa, Kawinga, Chamba and Chinguza in Machinga District. | |
Assignment Purpose | |
| The evaluation is forward looking and will capture effectively lessons learnt and provide information on the nature, extent and where possible, the potential impact and sustainability of the LCBP project, in its final year of implementation with a particular emphasis on the qualititve as well as quantative change in participants lives. The evaluation will assess the project design, scope, implementation status, attribution and the capacity to achieve the project objectives. It will collate and analyze lessons learnt, challenges faced and best practices obtained during implementation which will inform the programming strategy of the implementing organisation. It will also provide JOA with an independent and objective review of the LCBP in terms of its approaches, achievements and Value for Money and directly establish changes/ impact that are directly attributable to the JOA funding. The emphasis on learning lessons speaks to the issue of understanding what has and what has not worked as a guide for future planning. It will assess the performance of the project against planned results, tracking results agains the programs initial baseline data. The evaluation will assess the preliminary indications of potential impact and sustainability of results including the contribution to capacity development and achievement of JOA’s strategic objectives. The results of the evaluation will draw lessons that will inform the key stakeholders of this evaluation who are the Government of Malawi, SCIAF, Trocaire, CISONECC, CARD and ICRAF. The evaluation will generate knowledge from the implementation of the LCBP by the various implementing partners in collaboration with the different Government departments and reflect on challenges; lessons learnt and propose actionable recommendations for future programming. | |
Scope of Assignment | |
| The end of Project evaluation will assess the effectiveness of the implementation strategy and the results of the JOA funded LCBP, and will spend the majority of time engaging with participants to ground truth findings. This will include the implementation modalities, roles and responsibilities, coordination, partnership arrangements, institutional strengthening, beneficiary participation, replication and sustainability of the programme. The evaluation will include review of the project design and assumptions made at the beginning of the project development process. Particular attention will be given to barriers to participation identified during implementation and measure taken to address them, particularly concerning people with disabilities. Project management including the implementation strategies; project activities; it will assess the extent to which the project results have been achieved, partnerships established, capacities built, and cross cutting issues of mainstreaming gender, disability inclusion, policy and women empowerment have been addressed. It will also assess whether the project implementation strategy has been optimum and recommend areas for improvement and learning. In order to achieve these objectives; will focus on the areas in below. | Activity 1: Review Project Documents to gain an understanding of the objectives and implementation of the programme: Review Programme Documents (including annual reports, case studies, MEAL documents, quarterly reports, studies) to gain an understanding of the objectives, activities, outputs, outcomes and results of the programme. | Expert Profile | |
| As per the Terms of Reference, this assignment requires a team of experts to deliver. We anticipate engaging one lead consultant who will manage the task, supported by up to two other consultants to be engaged at thematic level e.g (Policy,Inclusion, Environment and Water Resources/Fisheries). The lead consultant should have expertise and experience in agriculture, natural resources management, agroecology, functional landscape approaches (biodiversity) and forestry, with at least master’s degree in the relevant field and with over 5 years progressive working experience in the field of NRM with proven skills and experience in conducting endline surveys.
