PROVISION OF EXTERNAL AUDIT SERVICES TO THE MALAWI SCHOOL OF GOVERNMENT (MSG)

INTRODUCTION
The Malawi School of Government (MSG) is a statutory institution established by the Malawi School of Government Act No. 33 of 2022 through the merger of the Malawi Institute of Management (MIM) and the Staff Development Institute (SDI). The mandate of the School is to develop and deliver human resource development programmes and build capacity for both the public and private sectors.
The School has two campuses located at Kanengo in Lilongwe and Mpemba in Blantyre, in addition to its Corporate Office in Lilongwe.
The Malawi School of Government intends to engage the services of an independent external audit firm to undertake the annual external audit of its financial statements for the financial years ending 31 March 2027, 31 March 2028 and 31 March 2029, covering a maximum period of three (3) consecutive financial years, under Contract No. MSG/ EXTERNALAUDITSERVICES/07/26 – Provision of External Audit Services.
The Malawi School of Government now invites sealed proposals from eligible and reputable audit firms to provide the above-mentioned services. Detailed requirements are contained in the Request for Proposals (RFP) Document.
The procurement shall be conducted through National Competitive Bidding (NCB) procedures in accordance with the Public Procurement and Disposal of Public Assets Act, 2025 and the applicable Regulations of the Government of the Republic of Malawi. The procurement is open to all eligible bidders.
FIRM EXPERIENCE
The assignment shall be undertaken by a firm that demonstrates the following minimum qualifications:
- The firm should be duly registered with the Malawi Accountants Board;
- The proposed Lead Auditors) should be Public Chartered Accountants registered with the Malawi Accountants Board and possess not less than five (5) years’ experience in similar assignments
- The Auditors) should be practicing member of the institute of Chartered Accountants in Malawi (ICAM);
- The audit firm must provide evidence of successfully undertaking similar assignments during the past five (5) years.

A complete set of the Request for Proposals (RFP) Document, in English, may be obtained by interested bidders upon payment of a non-refundable fee of MK10,000.00. Payment shall be made in cash at the Malawi School of Government Corporate Office. The document must be collected in person, and the School shall not be responsible for any loss or delay in delivery.
SUBMISSION AND OPENING OF PROPOSALS
Proposals shall be deposited in the Tender Box located at the Malawi School of Government, Kanengo Campus Reception, at the address below, not later than the date and time specified below. Late submissions shall be rejected.
Only the Technical Proposals shall be opened in public immediately after the submission deadline in the presence of bidders or their duly authorized representatives who wish to attend. The Financial Proposals shall remain sealed and securely kept until completion of the technical evaluation and shall only be opened for bidders who attain the minimum qualifying technical score, in acordance with the provisions of the Request for Proposals.

Proposals shall remain valid for 120 calendar days from the submission deadline.
The Malawi School of Government is not bound to accept the lowest-priced proposal or any proposal submitted and reserves the right to accept or reject any or all proposals in accordance with the provisions of the Public Procurement and Disposal of Public Assets Act, 2025. The contract shall be awarded to the bidder whose proposal is determined to be the Most Economically Advantageous Proposal (MEAP) in accordance with the evaluation criteria specified in the Request for Proposals.
