Project Background

M’mbelwa District Council (MDC), with funding from European Union (EU) is working in partnership with World Relief International Malawi, leading the implementation of Enhancing Sustainable Use of Natural Resources through Integrated Catchment Management (RUNES-ICM) Project under Ulimi ndi Chlengedve Framework designed to contribute to improvement of natural rescurce management to prevent land degradation and encroachment, and to enhance biodiversity, biomass, food security, and livelhoods. The project is being implemented around Mtangatanga and Champhira Forest Fleserves. MDC has received project funding from EU and intends to use part of the funds to recruit project stat.

Project Accountant

Job Description

Reports to: The District Commissioner
Location: M’mbelwa District Council
Duration: Full-time (1 year contract, renewable subject to performance, and for a maximum of 4 years)

Job Summary

Raporting to the District Commissioner, the incumbent provides financial management support, in order to facilitate the objectives of RUNES-ICM Project and fulfilment of its project related tasks. The Project Accountant wil be responsible for all project financial transactions and financial record keeping and reporting

Major Duties and Responsibilities

Under the guidance of the Director of Finance, the Project Accountant, is responsible for processing project funds and producing financial reports. Specifically, he/she will carry out following tasks:

  1. Process accurately all accounting transactions for the action, operating expenses, travel, consultant payments, and other office running expenses
  2. Prepare semi-annual and annual financial reports to be submitted timely to the contracting authority
  3. Monitor expenditure and identity / recommend remedial action it required
  4. Constantly link with accounts personnel from co applicant for financial report consolidation.
  5. Analyse co-applicant financial reports to ensure acceptability
  6. Assist in project audit by external auditors as well as internal auditors
  7. Perform monthly bank account reconciliation
  8. Prepare payment vouchers after careful verification of supporting documents
  9. Manage general ledgers, invoices and journal entries.
  10. Perform other relevant duties as may be assigned from time to time.

Minimum Experience and Qualifications

Candidates should meet the following criteria:

  1. Bachelor’s degree in accounting, or similar fields
  2. A: least 6 years’ experience as a project accountant
  3. Good verbal, written and interpersonal communication skills
  4. Effective performance in a similar role, with demonstrated competence and experience as a project accountant for a medium to large sized organisation
  5. Proficiency in electronic accounting systems, such as IFMIS
  6. Exceptional ability to prepare project budgets and financial forecasts
  7. In-depth knowledge of best practices in accounting.
