BACKGROUND

The Early Childhood Development (ECD) Coalition of Malawi was established in 2010 and registered as a Trustee in 2017. It serves as a national platform for coordinating efforts to enhance early childhood services for children aged 0–8. Guided by its 2024–2028 Strategic Plan, the Coalition focuses on four key pillars: strategic coordination and partnerships, evidence-based policy advocacy, professional capacity development, and sustainable ECD resourcing. Its vision is to ensure every child in Malawi reaches their full potential by 2028. ECD Coalition Malawi through the Comic Relief and UK Aid Shifting the Power Programme being implemented by Tilitonse Foundation in partnership with Comic Relief and UK Aid is looking for a full-time Monitoring and Evaluation Officer as a full-time officer. The position will be based in Lilongwe at the ECD Coalition secretariat Office.

Job Title: Monitoring and Evaluation Officer

Reporting to: The Programme Officer

Contract Type: One-year contract, renewable based on the performance and availability of funds

 Key Responsibilities

Monitoring and Evaluation

  • Develop and manage monitoring and evaluation systems to track institutional and project performance
  • Assist in identifying research needs and drafting Terms of Reference
  • Develop and maintain data collection tools
  • Coordinate monitoring and evaluation activities
  • Collect and manage data from various sources including ECDC members, partners and beneficiaries.
  • Ensure organized and accessible data
  • Prepare dashboards and summaries highlighting key results and trends.

Learning

  • Provide accurate and timely data to inform project decision making, planning and implementation.
  • Support regular reviews to assess progress and inform adaptive strategies.
  • Contribute to updating the Theory of Change and learning frameworks.
  • Document lessons learned and best practices for sharing and application.

Reporting

  • Compile project and institutional reports including case studies, and success stories.

Membership management

  • Maintain an up-to-date database of members
  • Manage the onboarding and renewal processes for membership

Communication

  • Create content (newsletters, reports, social media, website updates) focused on early childhood development
  • Manage social media accounts ensuring timely and relevant content delivery.
  • Monitor social media trends, and platforms to recommend improvements.
  • Promote coalition activities, events, and advocacy efforts to stakeholders and the public.
  • Support media relations and public outreach, including drafting press releases and responses.
  • Monitor communication impact and provide feedback for improvement.

 Qualifications and experience

  • A Bachelor’s degree in Social Sciences, Development Studies, M&E, or a related field.
  • At least two years’ experience in monitoring, evaluation and learning within civil society or development organizations.
  • Skilled in data collection, analysis, and reporting.
  • Experience with civil society networks or membership organizations is an advantage.
  • Excellent communication and coordination skills.
  • Strong computer literacy, including MS Excel, Word, and relevant data tools.
