
National Water Resources Authority (NWRA)
The National Water Resources Authority (NWRA) is a statutory organization established by the Water Resources Act of 2013 with a specific function to regulate and manage water resources.
Furthermore, the NWRA seeks to ensure the sustainable use of water resources and address the water resources planning, development and management challenges. In its effort to sustainably manage water resources, the NWRA seeks to recruit energetic, highly motivated, focused and result-oriented individuals to form part of its executive management. In this regard, NWRA invites applications from suitably qualified and experienced persons to fill the following vacant position: –
Post: Director of Water Resources Management and Development
Grade: NW 2
Reporting to: Chief Executive Officer
Responsible for: Surface Water Manager, Ground Water Manager, Water Quality Manager
Purpose of the Job:
To lead in management and development activities of the water resources and catchments across the country
Key Roles and Responsibilities
- Develop Directorate’s plans, programmes, projects and budget based on priorities within resources allocated,
- Formulating, implementing and monitoring short-term and long-term water resources management and development operation strategies,
- Taking lead in development of water resources, technical specifications including safety, environmental and quality standards for the existing and potential investors,
- Responsible for resource mobilisation for the institution in liaison with the Director of Corporate Services through provision of technical guidance that will help NWRA increase its resource base,
- Lead in establishment and management of catchments,
- Developing and implementing monitoring mechanisms to ensure sustainability of water resources quality and quantities,
- On delegation from the Chief Executive Officer represent NWRA in forums dealing with technical matters relating to the management and development of the water resources,
- Analysing inspection reports on new and existing players in water resource management and development and recommending appropriate action to management,
- Monitoring, evaluating and certifying installation of water equipment and infrastructure,
- Monitoring and evaluating the efficiency and performance of water sub sectors in meeting agreed standards,
- Be the liaison officer between the Kamuzu Barrage, Stakeholders and the Chief Executive officer,
- Identifying risks associated with water resources management and development of appropriate measures to management,
- Lead in enforcement of performance management system (PMS) within the directorate,
- Any duties as may be assigned from time to time by the Chief Executive Officer.
QUALIFICATIONS AND EXPERIENCE
- Master’s Degree in Water Resource Management. Engineering or related field
- A minimum of five (5) years’ experience at managerial position in water resources management,
- Experience in setting up and managing structures, systems, processes, procedures and regulations that aid sustainable management of water resources,
- Demonstrable resource mobilisation and utilisation background,
- An appreciation and understanding of how budgets are developed, monitored and controlled
- Registered water engineers will have an added advantage.

REMUNERATION
The successful candidate shall be offered a negotiable performance related contract for three (3) years, subject to renewal, with an attractive salary, benetits and gratuity packages commensurate with seniority of the position and qualifications of the candidate.
