The Local Government Service Commission is inviting applications from suitably qualified Malawians to fill the following posts on a three-year contract existing in various District councils.
POST TITLE: DIRECTOR OF ECONOMIC PLANNING AND DEVELOPMENT
GRADE: M2
SALARY: MK 17,862.228.00 – MK 20,702,340.00 per annum
LOCATION: Various District Councils
RESPONSIBLE TO : District Commissioner (DC)
EXPERIENCE AND EDUCATION QUALIFICATION
Applicants must possess a minimum of a Bachelor’s Degree in Economics or Development Economics, Agricultural Economics, Social Science (majoring in Economics), Bachelor of Science in Town and Regional planning or Bachelor’s degree in Regional planning obtained from accredited institution and should have at least five (5) years experience including in donor-funded projects in similar senior management position.
DUTIES:
- Developing sustainable strategies and approaches for mobilising communities to actively participate in development initiatives;
- Coordinating the preparation and implementation of Local Development Plans for the local authority;
- Coordinating the preparation of annual work plans and budgets;
- Developing bankable and viable projects for resource mobilization;
- Monitoring and evaluating development programmes, projects, and council activities;
- Reviewing community development programmes both technically and financially, and recommending appropriate corrective actions;
- Forecasting, mitigating, and coordinating disaster preparedness and relief activities within the Council;
- Preparing realistic forecasts for project disbursements and development expenditures;
- Designing and implementing the Council’s Monitoring and Evaluation (M&E) systems;
- Directing, supervising, and managing staff within the Directorate to ensure efficient and effective performance;
- Providing leadership in project appraisal and ensuring alignment with Council policies and priorities;
- Ensuring the integration of cross-cutting issues, including HIV/AIDS and Gender, into all development programmes;
- Coordinate the development of Annual Investment Plans, DRM plans and other plans as they be required by the council; and
- Performing any other duties as may be assigned from time to time.
