The Local Government Service Commission is inviting applications from suitably qualified Malawians to fill the following posts on a three-year contract existing in various District councils.
POST TITLE: DIRECTOR OF PUBLIC WORKS
GRADE: M2
SALARY: MK 17,862.228.00 – MK 20,702,340.00 per annum
LOCATION: Various District Councils
RESPONSIBLE TO : District Commissioner (DC)
EXPERIENCE AND EDUCATION QUALIFICATION
Applicants must possess a minimum of a Bachelor’s Degree in Civil Engineering, Structural Design/Quantity Surveying, Architecture, Irrigation Engineering or Physical planning obtained from accredited institution. The applicants should have at least five (5) years’ experiences in the similar position.
- DUTIES:Ensure that regulations and procedures for administering contracts on construction and maintenance projects are adhered to;
- Supervise contractors and consultants engaged in Public Works.
- Monitor construction, upgrading, rehabilitation and maintenance projects of Public Infrastructure, ensuring that approved standard specifications are adhered to
- Ensure designs meet the architectural, engineering and environmental standards.
- Monitor safety standards and environmental safeguards during construction
- Implement government and donor funded programmes.
- Coordinate all public works in the district.
- Develop Terms of Reference (ToRs) for the procurement of design and supervision consultants.
- Conduct public infrastructure inventory and condition surveys and prepare Bills of Quantities (BOQs) for procurement.
- Supervise preparation of detailed designs and bid document for the district council.
- Coordinate contract administration and supervision.
- Prepare departmental annual work plans and budgets for Public Works Projects.
- Supervise architects, quantity surveyors, engineers, technicians and support staff.
- Advise the Public Works Committee of the Council and the District Commissioner on all infrastructure developments in the districts.
- Facilitate the formulation and updating of the Maintenance Policy for all infrastructure for the district council.
