
Project HOPE Namibia in Malawi (PHN-MA)
Ana ndi Achinyamata Patsogolo Activity (ANAPA), a PEPFAR-USG funded Project implemented by Project HOPE Namibia in Malawi (PHN-MA), has recently been reevaluated and re-aligned following the US Executive Orders. The project Scope of Work (SOW) will now focus on Life-Saving HIV Service Provision for Orphans and Vulnerable Children (OVC) under Comprehensive HIV service delivery. The SOW covers the following:1) Care and treatment services for people living with HIV (PLHIV) and children living with HIV (CLHIV) that directly impact clinical outcomes; 2) service to address early identification, treatment, linkage/continuity, and viral load suppression for children, pregnant and breastfeeding women and 3) Provide leadership in focused data and systems maintenance activities in support of the lifesaving service provision areas ANAPA project will continue to be implemented in nine high HIV burdened districts in Malawi (Blantyre, Chikwawa, Lilongwe, Machinga, Mangochi, Mulanje, Phalombe, Thyolo and Zomba). Please take note that Project HOPE Namibia will only undertake activities within the scope of the award; and will not extend to activities related to abortion services, family planning, programs centered on gender, diversity, equity and inclusion (DEI) or transgender surgeries.
It is against this background that PHN-MA, seeks qualified Malawians to fill various positions for the ANAPA Activity as follows:
District Team Lead
Reporting to: Implementation Lead, with dotted lines to OVC Technical Lead & MEL Lead
Duty Station: TBD

Supervises: Social Welfare Officer, MEL Officer, Finance Officer, HR Officer & Procurement/Logistics Officer.
Minimum Hours of Work : 40 hours per week
Job Summary
The District Team Lead (DTL) will be responsible for coordinating and overseeing the implementation of Ana ndi Achinyamata Patsogolo Activity (ANAPA) OVC Program – HIV Service Provision Interventions in the assigned district. This role will focus on ensuring effective program implementation, stakeholder engagement, quality assurance and achieving ANAPA objectives. Furthermore, the district team lead will be expected to provide managerial and technical leadership with fidelity and compliance in program implementation, human resource, administrative, logistics and financial management of project resources at the district level in line with the organization’s policy and procedure with accountability. The DTL is also responsible for the overall project objective and delivery of services at the district level.
Major Responsibilities:
Program Development and Implementation Oversight
- Collaborate and Coordinate with Ministry of Local Government, Ministry of Gender Community Development and Social Welfare, Ministry of Health, Clinical Partners, Christian Hospital Association (CHAM) and other key stakeholders in the district to ensure smooth and effective program development and implementation.
- Lead development of the district work plan for ANAPA and ensure its alignment with the District Implementation Plan (DIP).
- Lead and provide managerial and technical support to ensure efficient and effective implementation of the ANAPA district level work plan.
- Oversee technical implementation strategies across the thematic areas and ensuring that the district project officers and partners perform and generate targets/results bottom-up according to the donor project agreements and national and district work plans, as agreed with USG and local authorities.
- Provide leadership in care & treatment services for PLHIV and CLHIV through the orphans and vulnerable children (OVC) program that directly impact clinical outcomes.
- Provide leadership to district project team in providing HIV services that will address early identification, treatment linkage/continuity, and viral load suppression for pregnant and breastfeeding women.
Program Coordination
- Represent ANAPA/PHN-MA in district level stakeholder leadership meetings/ forums i.e. DEC, DACC, TWGs and related activities.
- Closely work with Government authorities and other stakeholders i.e.
MoGCDSW – District Social Welfare office in identification and capacity building initiatives for Roving Social Welfare Officers, Child Protection Workers and Community Case Workers. - Promote integration of ANAPA activities within the existing HIV services under the Ministry of Health and CHAM, in collaboration with Clinical Partners.
- Provide managerial leadership to achieve efficiencies by promoting integration (multidisciplinary) approach in project implementation.
- Facilitate effective and regular communication and coordination across implementing partners at district level to deliver HIV sensitive child protection case management and client-centered implementation on the ground through a positive and synergistic collaboration in close collaboration with the Technical Leads for OVC and Monitoring, Evaluation and Learning.
- Lead district level weekly progress meetings to get updates on successes, bottlenecks and propose new systems/solutions to improve program performance.
Monitoring and Evaluation and Quality Assurance
- Conduct supportive supervision to ensure provision of high quality and effective life-saving HIV services and humanitarian assistance in the HIV high burdened clinics all the facilities.
- Ensure the district conducts routine data quality and program assessments and direct changes where appropriate.
- Conduct quarterly facility supportive supervisory visits to get the updates on progress, successes and challenges from facilities and provide support to improve on program quality.
- Ensure the M&E Officers conduct monthly data collection, monitor and evaluate program data and report on the program outputs and outcomes.
- Ensure ANAPA quality of services are provided in line with PEPFAR/USG and GOM policies, guidelines, and standards including adherence to SIMS standards.
- Oversee supportive supervision, mentoring and Continuous Quality Improvement (CQI) activities in the district
Financial, Administration and Human Resource Management
- Develop and manage budget and resources with fidelity for the district on bi-weekly or monthly basis and lead financial and program reporting in close collaboration with the program and finance Team.
- Maintain high standards of financial compliance, accountability and transparency and audit standards.
- Oversight compliance among staff and set the tone high on compliance to prevent, detect and act on any form of fraud.
- Ensure accountability sound management of project assets and all inventory, in compliance with the donor and organization policies.
- Lead the management of district asset inventory by liaising with Procurement and Logistics Manager to track issuance, usage and safety.
- Ensure each cadre in all the facilities is assisted or provided with all necessary equipment/enablers to aid their work and similarly each cadre returns the assets and equipment on separation with the organization.
- Review all staff and independent contractors’ timesheets for payroll purposes.
- Conduct performance appraisals for Officers and cascade the same to the cadres under the officers
- Monitor levels of stress/burnout amongst staff and provide counseling and make recommendations to the HR office.
- Oversee staff wellness and capacity building activities/initiatives in the district.
- Support the distribution of nutrition packs to each facility and relevant CLHIV households
- Collaborate with HR office to manage any crisis/conflicts in the district and Institute disciplinary procedures with all relevant parties to members violating the organizations disciplinary code/ procedures.
- Any other responsibilities assigned by the Implementation Lead and ANAPA Leadership
Minimum Qualifications, experience and required skills
- Bachelor’s degree in public health, project management, social sciences, social work, development studies, economics, or a related field. Those with a Master’s Degree will have an added advantage.
- Prior experience in the management and implementation of USG funded OVC Programs.
- Extensive knowledge and experience working and coordinating with the local government structures, implementing partners and other district stakeholders.
- Minimum of 5 years of experience in project management, in HIV programs.
- High degree of adaptability to new ideas and learning.
- Strong leadership and team management skills.
- Excellent communication and coordination abilities.
