SENIOR FINANCE & OPERATIONS MANAGER
Position Description
The Senior Finance & Operations Manager is an integral member of the Tiwoloka Program Management Team, based in Lilongwe. The Senior Finance and Operations Manager will ensure compliance with USDA regulations, CARE requirements and applicable government laws while overseeing financial management, grants, and compliance mechanisms. S/he will oversee budgeting and sub grants, and day-to-day operational support to both CARE and partner organizations. S/he is the focal person on all financial, compliance and audit matters for the program. S/he will always ensure a healthy pipeline of cash and non-cash resources in the program.
S/he will play a critical role in risk management, partner oversight, and promoting adherence to donor standards across all project activities.
Specific duties and responsibilities include the following:
- Serve as the primary point of contact for finance -related matters with USDA, CARE and other partners.
- Lead financial planning, budgeting, and forecasting in alignment with project objectives and donor requirements.
- Ensure accurate and timely financial reporting in compliance with USDA regulations and CARE policies.
- Monitor project expenditures to ensure alignment with approved budgets and cost-effectiveness,
- Facilitate the preparation of the annual procurement plan for the project for submission to the CO procurement unit for consolidation.
- Partner with the CO head of Operations to ensure all project procurements are made in accordance with CARE Policy, procedures and donor rules and regulations whilst achieving value for money.
- Ensure all project property inventory registers are kept up to date, well secured in field locations and transfers tracked and reported to the CO admin team for reconciliation purses.
- Be up to date on all compliance requirements from the donor, host government and ensure the requirements are cascaded to all project teams.
- Work with the CO Risk and Compliance Officer to conduct regular risk assessments on the project, update the risk register and develop strategies to address identified risks.
- Plan for partner project financial audits and work with the CO Head of Operations and Head of Finance to engage reputable audit films to conduct partner audits.
- Oversee the administration and financial management of sub-awards, ensuring compliance with donor regulations.
- Review and approve financial reports submitted by partners, ensuring accuracy and timeliness.
- To provide leadership and guidance to the project finance grants teams in a manner that empowers them to deliver high standards of work, through clear roles and responsibilities, on-going feedback, and appraisals.
Required education and experience:
- Bachelor’s degree in finance, accounting, business administration, or a related field
- Be a Certified chartered accountant (ACCA or CIMA) and registered with ICAM-fully paid-up member.
- Master’s degree in finance and Business Administration is an added advantage.
- At least 7 years of experience in financial and compliance management for large-scale international development projects.
- Proven experience with USDA-funded or other USG-funded programs is highly desirable.
- Strong understanding of compliance, audit requirements, and financial regulations for international donors.
- Demonstrated capacity to build and maintain relationships with donors, partners, and government officials.
- Excellent organizational, analytical, and communication skills.
