Overview: DT Global is seeking an experienced Team Leader to manage our Education Services Joint Fund of Malawi project through UNICEF. The Team Leader will set up necessary accounting systems, establish and document processes and internal controls for accounting operations, and support the Ministry of Education (MoE) in preparing budgets, workplans, and results frameworks.

Responsibilities include:

  • Set up accounting system, configure all relevant parameters per ESJF needs, and oversee upload of historical accounting data.
  • Establish and document processes and internal controls for payment of transactions, liquidation of advances, accounting and internal controls at all levels of the operations.
  • Design system for filing of paper and electronic files and ensure historic records are complete.
  • Produce comprehensive Fiscal Accountability Plan, with process for annual reviews and needs based updates.
  • Liaise closely with the Procurement Expert and ensure that the efforts of the Procurement Expert align with the needs of the ESJF and the grant programs. Ensure close collaboration between the Procurement Expert and the Financial Management Specialists for comprehensive review of procurement related transactions.
  • Keep Global ESJF and MoE closely informed on key issues, challenges, and developments. Keep the Home Office Project Director and Project Manager informed of the same and consult with home office on possible solutions that can be presented to the donors for issues faced.
  • Support MoE in preparing Budget, Workplan and Results  Framework.
  • Monitor budget execution.
  • Review and approve payment transactions, monthly closure reports, reconciliations and financial management reports.
  • Review and approve liquidation reports.
  • Compile monthly, quarterly and annual financial reports, including update on transactions and  analysis of budget execution against approved budget.
  • Prepare Inception Report, Annual Implementation Reports and Final Report
  • Review capacity and performance of implementing entities, develop capacity building plan and deliver on specific training needs.
  • Establish risk and control matrix. Design and oversee implementation of risk mitigation activities.
  • Coordinate and oversee work of Fiscal and Procurement oversight Agent team members.
  • Ensure full compliance with the contractual Terms of Reference for ESJF.
  • Monitor closely outstanding advances with the PIU. Work with the PIU Finance Director to ensure that advance balances are kept at a minimum through regular and timely liquidation. Enforce strict controls on new advances to individuals or entities with outstanding balances.
  • Final review and approve all PIU transactions and liquidations. Ensure that team members responsible for transaction and liquidation reviews pay close attention to details and are alert to red flags that may indicate fraud.
  • Liaise and coordinate with all relevant stakeholders. 

Education & Minimum Qualifications:

  • Degree in finance, business, economics, or public administration
  • Accounting certifications such as CPA, CA or ACCA is required.
  • 10+ years of experience as a Finance Manager, Controller, Director of Finance, Chief Financial Officer or in a similar senior position responsible for accounting, budgeting, financial management, and reporting.
  • Significant experience in setting up financial management operations.
  • Knowledge and experience of project-based financial management, grants management, contract management and procurement procedures would be an advantage.
  • Proven leadership qualities and experience.
  • Excellent communication skills and ability to work with high-level government officials and business executives.
  • Previous working experience on projects financed by international donors or development agencies (World Bank, USAID, MCC, Global Fund or others).
  • Experience working in similar countries. Experience working in West Africa is an advantage.
  • Advanced proficiency in Microsoft Office – Excel, Word, Project, Outlook, and PowerPoint.
  • Extensive experience and proficiency in the use of automated commitment, budgeting, and accounting software applications.
  • Experience using Sun System and/or TomPro accounting systems is desirable.
  • Proficiency in English, including written and verbal communication.
