Capacity Strengthening Training for the NGO Humanitarian Committee Members on Cash and Voucher Assistance (CVA)
- Background and Context
The NGO Humanitarian Committee (HC) comprises 22 active members — 11 International NGOs (INGOs) and 11 Local NGOs (LNGOs) all engaged in humanitarian response across Malawi. The Committee enhances coordination, information sharing, and collective advocacy among humanitarian actors, while representing civil society in national and district humanitarian coordination platforms.
To strengthen humanitarian effectiveness, the Committee plans a two-day capacity strengthening training on Cash and Voucher Assistance (CVA). CVA has become a preferred modality in humanitarian programming due to its efficiency, dignity, flexibility, and potential to empower affected populations. Building member capacity in CVA will enable improved preparedness, coordination, and response in future humanitarian interventions.
- Purpose of the Training
The training aims to strengthen the technical capacity of NGO Humanitarian Committee members to design, implement, and coordinate Cash and Voucher Assistance interventions that are efficient, accountable, and compliant with international humanitarian standards and national frameworks.
- Specific Objectives
The training will:
- Enhance technical capacity of NGO Humanitarian Committee members in CVA design, implementation, and coordination.
- Strengthen preparedness and response mechanisms through effective coordination and planning with government and humanitarian actors.
- Foster knowledge exchange and peer learning to improve the quality and accountability of CVA interventions in Malawi.
- The proposed dated of the training is 5th to 6th February 2026
- Key Thematic Areas
The 2-day training will focus on core, practical topics that directly contribute to improved CVA programming:
Day 1: Technical and Contextual Foundations
- Fundamentals and principles of CVA
- Modalities of assistance (cash, voucher, hybrid)
- Malawi’s humanitarian and disaster risk landscape
- Legal and policy frameworks for CVA (DRM Act, DRM Policy, Sendai Framework)
- Integration of CVA in multi-sector responses (WASH, Shelter, Protection, Livelihoods)
Day 2: Practical Application and Coordination
- Targeting, delivery mechanisms, and risk analysis
- Coordination and partnership mechanisms (Clusters, DoDMA, NGO Platforms)
- CVA preparedness and contingency planning
- Case studies and best practices from Malawi and the region
- Simulation exercise: designing a CVA response plan
- Peer reflection and action planning
- Training Methodology
The training will be competency-based and participatory, applying adult learning principles through:
- Interactive presentations and guided discussions
- Case studies and scenario-based group work
- Simulation exercises and role plays
- Peer learning and experience sharing
- Pre- and post-training assessments to measure learning progress
- Participants
A total of 20 participants will attend — one representative from each NGO Humanitarian Committee member and one from the Department of Disaster Management Affairs (DoDMA). Participants are expected to attend both days and actively contribute to discussions and exercises. The training will be officially opened by the Co-Chair of the Committee and the Director of DoDMA.
- Consultant’s Responsibilities
The selected consultant or institution will:
- Design and deliver a 2-day CVA training curriculum and agenda.
- Prepare and share training materials and handouts in advance.
- Facilitate all sessions using participatory approaches.
- Conduct pre- and post-training assessments.
- Lead a group simulation exercise on CVA design and implementation.
- Produce a concise Training Report with methodology, key outcomes, and recommendations.
- Provide certificates of participation to all eligible attendees.

- 2-Day Training Agenda and Modules (approved prior to training)
- Training Materials and Presentations (soft and hard copies)
- Summary of Pre- and Post-Assessment Results
- Final Training Report (methodology, key lessons, recommendations)

- Consultant/Institutional Qualifications
- Proven experience conducting CVA or humanitarian response training (minimum two similar assignments).
- Strong understanding of DRR, climate change adaptation, and humanitarian frameworks.
- Experience working with NGOs, UN agencies, and government institutions.
- Excellent facilitation, communication, and report-writing skills in English.
- Prior engagement with the NGO Humanitarian Committee or its members will be an added advantage.
- Submission of Proposals
Interested and qualified consultants or institutions should submit:
- A technical proposal outlining understanding of the assignment, proposed methodology, and training outline.
- A financial proposal (in Malawi Kwacha) indicating professional fees and logistical needs. SHA will provide all logistics of the participants.
- Organizational profile or CV(s) of key personnel.
- Two references or evidence of similar completed assignments.
