CONSULTANCY ADVERTISEMENT AND TERMS OF REFERENCE
The National Organisation of Nurses and Midwives of Malawi (NONM) founded in 1979 is an independent, non-partisan, non-governmental and professional organization representing nurses and midwives of Malawi. Its goals are to safeguard nurses/midwives’ professional, organizational, trade union and social economic interests; and to influence nursing and midwifery professions i.e., education, practice, and research, thereby serving the population of Malawi. The organization confines its interests to nurses/midwives and the nursing/midwifery profession.

Recognizing the importance of gender equality in strengthening the health workforce and improving service delivery, NONM seeks to develop a comprehensive Gender Policy to guide its programs, operations, and advocacy efforts.
Objectives of the Assignment
- To assess the current status of gender integration within NONM
- To identify key gender gaps and challenges within the organization.
- To develop a comprehensive and context-specific Gender Policy
- To provide practical strategies for gender mainstreaming in NONM programs and operations
- To develop an implementation framework for the policy
Scope of Work
The consultant will undertake the following tasks:
- Conduct a desk review of relevant documents, policies, and frameworks.
- Engage key stakeholders (Members, Staff and National Executive Council (NEC)) through interviews, focus group discussions, or consultations
- Analyze gender-related issues affecting hired staff and elected representatives at NONM
- Benchmark with national, regional, and global gender policies and frameworks
- Draft the NONM Gender Policy
- Facilitate a validation workshop with key stakeholders (Staff and NEC)
- Incorporate feedback and finalize the policy document
Key Deliverables
The consultant is expected to deliver:
- Inception report with methodology and work plan
- Gender analysis report
- Draft Gender Policy document
- Validation workshop report
- Final Gender Policy document (incorporating stakeholder feedback)
Duration of the Assignment
- The consultancy is expected to be completed within 60 days from the date of contract signing.
Required Qualifications and Experience
The consultant should have:
- A minimum of a Master’s degree in Gender Studies, Social Sciences, Public Health, or related field
- 5 years proven experience in developing gender policies or strategies
- Strong knowledge of gender issues in the health sector
- Experience working with professional bodies, NGOs, or similar organisations
- Excellent research, analytical, and report writing skills
- Strong facilitation and stakeholder engagement skills
