MEAL Officer (3 Vacancies)
Contract Duration: Five (5) to Six (6) Months Temporary Contract
Duty Station: Chikwawa (2 Vacancies) or Nsanje (1 Vacancy)
Job Summary
Reporting to the Programme Manager, the MEAL Officer will be responsible for ensuring the effective implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) components of the 2025/26 Lean Season Response in the assigned district. This role will involve managing data collection, analysis and reporting systems to measure project outcomes and impacts and ensuring that beneficiary feedback is systematically integrated into project delivery. S/he will work closely with field teams, beneficiaries, local authorities and Concern’s MEAL team to maintain the highest standards of programme quality and accountability.
Duties and Responsibilities
- Develop and implement M&E plans, tools, and methodologies for the project.
- Conduct regular monitoring visits to Food Distribution Points to assess the quality and timeliness of distributions.
- Oversee beneficiary targeting, registration, and verification to ensure fairness and transparency.
- Collect, clean, and analyse data on key performance indicators (coverage, satisfaction, service quality).
- Ensure timely and accurate data entry, management, and analysis for all activities.
- Prepare weekly, monthly, and end-of-project MEAL reports in line with Concern and donor requirements.
- Use data to track progress against targets and identify gaps or issues requiring corrective action.
- Implement and manage Complaints and Feedback Response Mechanisms (CFRM) at all FDPs.
- Ensure beneficiaries are aware of their rights and available feedback channels.
- Track, document, and resolve complaints in a timely and confidential manner.
- Train field staff, community volunteers and partners on MEAL tools and accountability standards.
- Build capacity of staff on safeguarding and Prevention of Sexual Exploitation and Abuse (PSEA).
- Monitor the integration of gender equality, protection, and inclusion principles in project implementation.
- Ensure that food distributions are safe, accessible, and inclusive for vulnerable groups.
- Engage with community leaders, local authorities, and partners to ensure participation in MEAL activities.
- Represent Concern at MEAL coordination meetings with the donor, district councils and humanitarian actors.
Qualifications
- A bachelor’s degree in monitoring and evaluation, development studies, social sciences, statistics, project management or a relevant field.
- At least 3 years of experience in monitoring and evaluation within community resilience and crisis response humanitarian or development projects.
- Strong organizational skills and attention to detail.
- Ability to work effectively with local communities, government authorities, and other stakeholders.
- Excellent communication skills in both Chichewa and English.
- Demonstrated ability to work in a fast-paced environment and meet deadlines.
- Commitment to gender equality, protection, and accountability.
- Strong understanding of accountability and safeguarding principles, particularly in humanitarian contexts.
- Ability to work independently and manage multiple tasks in a high-pressure environment.
- Demonstrated experience in managing data collection, analysis, and reporting for large-scale projects.
- Strong knowledge of M&E methodologies, including qualitative and quantitative data collection techniques.
- Proficiency in using data management tools such as Excel, I-form Builder and statistical software (e.g. SPSS, STATA etc.).
