Programme Officer – Resilience (1 Vacancy)
Contract Type: Six (6) Months Temporary Contract
Duty Station: Chikwawa
Job Summary
Reporting to the Programme Manager, the Programme Officer will support the implementation of community-based resilience and recovery interventions across the targeted districts. Key responsibilities include leading the implementation of Build Back Better (BBB) initiatives for post-disaster recovery, facilitating the Community Disaster Fund (CDF) model, distributing drought-tolerant seed varieties, and overseeing the rehabilitation of small-scale irrigation schemes.
Duties and Responsibilities
- Work with communities to design and implement build back better interventions that promote sustainable and resilient recovery from disasters
- Distribute drought tolerant seeds to farmers, providing training and support to ensure effective use of the inputs.
- Work with communities and local government staff to rehabilitate and strengthen small scale irrigation schemes, improving water management and agricultural productivity
- Implement and manage community disaster fund model ensuring that communities are provided with resources and support to prepare for climate shocks or disasters
- Conduct community engagement and mobilization by engaging local communities to mobilize them to take ownership of build back better initiatives and promoting community led development
- Work with Irrigation Farmer Groups, Area Agriculture Stakeholder Panel, Community Disaster Management Committees to get valuable insights into community needs and priorities
- Work with Extension Planning Areas, Department for Irrigation to ensure technical support, resources and guidance in implementing build back better and irrigation interventions
- Work with partner NGOs and other Civil Society Organizations to provide additional support, resources and expertise in promoting community development and resilience
- Preparing necessary work plans, progress reports, lessons learnt and success stories.
- Providing technical leadership in the design of all resilience interventions.
- Representing Concern Worldwide in the Disaster Risk Reduction (DRR) sector and District Agriculture Executive Coordination Committee working group.
- Coordinate engagement with local communities to identify their needs and priorities for climate adaptation and resilience
- Establish and implement Complaints and Feedback Response Mechanisms at community level and ensure timely resolution of complaints.
- Ensure that all complaints related to project implementation are documented and escalated appropriately if unresolved at the site level.
- Maintain good working relationships with all stakeholders for the smooth project implementation
Qualifications
- A bachelor’s degree in environmental science, agriculture, community development, disaster risk reduction, development studies or relevant field
- At least three years working experience in implementation of climate change and adaptation; working with community-based initiatives including community disaster management committees; community mobilization, facilitation and the community disaster fund model; Extensive experience using participatory approaches including participatory rural appraisal
- Experience working in Nsanje or Chikwawa Districts or other similar contexts is an advantage
- Strong understanding of disaster risk reduction frameworks, policies and practices
- Agricultural expertise having knowledge of climate resilience agriculture practices including drought tolerant crops and efficient irrigation systems
- Ability to engage and communicate effectively with diverse stakeholders including community members, local leaders and government officials to act and support community led development
- Competence with MS Office applications including Word, Excel, PowerPoint and Outlook
- Fluent in English and Chichewa
