Monitoring, Evaluation, Accountability, and Learning (MEAL) Coordinator
Location: Mwanza District, Blantyre Division

About the Organization:
The Salvation Army Malawi Territory is implementing the Titukulane Project in Mwanza District, building on the positive outcomes and lessons learned from the previous Tiyeni Tisamalirane (“Let’s Help One Another”) Project in Mwanza and Chiradzulu.
The Titukulane Project takes holistic approach to community development, enhancing OVC well-being while also focusing on food security, sustainable agriculture, economic empowerment, and community-based child protection systems. The project’s overall goal is to improve the well-being, safety, and development of OVCs by establishing strong child protection systems and equipping caregivers with the skills and resources they need to provide quality care.
Summary Job Description:
We are therefore, seeking a dedicated and dynamic Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer to join our team. The MEAL Officer will play a key role in ensuring effective monitoring and evaluation of our programs, as well as promoting accountability and learning across the organization.
Reporting to the Head of Development Services, the successful candidate will work closely with project staff and partners to develop and implement robust MEAL systems and processes that contribute to evidence-based decision-making and program improvement.
Responsibilities
- Develop and implement monitoring and evaluation frameworks, including indicators, data collection tools, and reporting mechanisms, in collaboration with program teams.
- Coordinate data collection activities, ensuring that data is collected systematically and accurately, and that ethical and gender-sensitive approaches are applied.
- Lead the analysis of quantitative and qualitative data to assess program performance, identify trends, and measure outcomes and impacts.
- Facilitate regular review meetings with program staff and partners to discuss MEAL findings, share lessons learned, and make recommendations for program adaptation and improvement.
- Support the design and implementation of baseline surveys, midterm reviews, and end-of-project evaluations, including data collection, analysis, and reporting.
- Strengthen accountability mechanisms, including feedback and complaints mechanisms, to ensure that beneficiaries and other stakeholders have opportunities to voice their concerns and provide feedback on program activities
- Promote a culture of learning and knowledge sharing within the organization by documenting and disseminating best practices, success stories, and lessons learned.
- Provide technical support and capacity building to program staff and partners on MEAL-related matters, including training on data collection methodologies and tools.

Qualifications
- A minimum of a Bachelor’s Degree in a relevant field, such as Monitoring and Evaluation, Statistics, Economics, Demography, International Development, Social Sciences, or a related field.
- Minimum of five (5) years experience working in monitoring, evaluation, and/or accountability roles, preferably in the agriculture, humanitarian aid, health, and development fields.
- Strong analytical skills and ability to interpret and present quantitative and qualitative data effectively.
- Proficiency in MEAL methodologies, tools, and software (e.g., DHIS2, ODK, SPSS, STATA).
- Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
- In good health and have ability to travel extensively locally and internationally
- Demonstrated commitment to accountability, transparency, and learning principles.
- Fluency in English, Chichewa and other local languages.
- Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
