The Non-Governmental Organizations Regulatory Authority (NGORA) is a statutory corporation mandated to register and regulate the operations of Non-Governmental Organizations (NGOs) in Malawi. In line with its mission to ensure effective regulation and promotion of NGO activities aligned with national development goals, NGORA is inviting dynamic and qualified professionals to apply for the following senior management positions:

Position : Director of Registration and Compliance
Grade: NG 2
Location: Head Office
Directorate: Compliance Services
Reporting to : Chief Executive Officer
Supervises: Registration and Reporting Manager, Monitoring and Data Manager, Senior Investigation Officer

Purpose of the Role

The Director of Compliance Services provides strategic leadership in ensuring robust regulatory oversight of the NGO sector in line with the NGO Act. This position will champion the alignment of NGO programs with Malawi’s national development agenda, promote accountability and drive sustainable impact.

Key Responsibilities

  • Design and implement equitable NGO distribution strategies nationwide
  • Develop sustainability and impact frameworks for NGO programming
  • Foster citizen participation and strengthen NGO accountability mechanisms
  • Oversee handover of NGO assets and program transitions Ensure NGO alignment with national development priorities
  • Facilitate partnerships between NGOs, government ministries and local councils
  • Build capacity of local councils for NGO program oversight Oversee NGO databases and digital information systems Enforce compliance with the NGO Act and sector regulations Regulate partnerships between local and international NGOs Manage NGO service centers, sector data and field surveys Lead investigations related to NGO activities and conduct
  • Monitor compliance through analysis of NGO reports and financial statements
  • Cultivate strong stakeholder relationships and sector collaboration

Additional Responsibilities

  • Serve as the focal point for Anti-Money Laundering (AML) and Counter-Terrorism Financing (CTF) matters
  • Support dispute resolution including mediation, arbitration, and litigation Contribute to the drafting and review of NGO legislation and strategic policy documents Oversee licensing and registration of compliant NGOs

Required Qualifications

  • Master’s Degree in Law, Public Administration, Development Studies, Business Administration or related field from an NCHE-accredited institution
  • Bachelor’s Degree in Law, Public Administration, Development Studies, Business Administration or related field from an NCHE-accredited institution
  • Professional Certification in Compliance, Monitoring & Evaluation, Risk Management or Legal Practice is desirable
  • Minimum of 10 years professional experience, with 5+ years in senior leadership roles
  • Proven expertise in NGO governance, regulatory affairs and public sector development
  • Deep knowledge of Malawi’s NGO Act and national development strategies
