BACKGROUND
The Office of the Director of Public Officers’ Declarations (ODPOD) is an independent governance public institution within the Malawi Government established in 2014 under Section 6(1) of the Public Officers’ (Declaration of Assets, Liabilities and Business Interests) Act. The Act provides legal and institutional framework for prescribed public officers to declare their assets, liabilities and business interests upon assuming office and subsequent updates each year. In this regard, under the said Act, the ODPOD is mandated to administer and manage the public officers’ declaration regime in order to promote public confidence in the public service. Furthermore, the declaration system acts as one of the tools for preventing, deterring and detecting illicit self-enrichment, abuse of office and conflict of interest by public officers in order to curtail corruption.

An opportunity to recruit additional members of staff has arisen in the Office of the Director of Public Officers’ Declarations (ODPOD). Applications are, therefore, being invited from suitably qualified Malawians to fill the vacant positions tenable at the ODPOD’s secretariat in Lilongwe, as follows:

Job Title : Principal Monitoring and Verification Officer (Grade ODP5/P7)
Reporting To : Monitoring and Verification Manager
Location: Office of the Director of Public Officers’ Declarations (ODPOD) Offices, Lilongwe
JOB OVERVIEW
The Principal Monitoring and Verification Officer is a senior officer responsible for continuous and careful monitoring and conducting complex verification of declarations submitted by public officers; analyzing data, and providing technical input into the public officers’ declarations regime. The officer may also lead smaller teams or projects, whenever the need arises.
MAIN DUTIES
- Establish and update a roster of all listed public officers prior to receiving declarations.
- Monitor compliance by all public officials required to submit declarations.
- Check declarations for data completeness, consistency and accuracy and make a follow-up with a declarant on areas requiring technical guidance, including corrections or clarifications.
- Prepare and draft names of listed public officers who submitted declarations and those who did not for publication in the Government Gazette.
- Conduct verification of the contents of declaration forms to ascertain their veracity/truthfulness, accuracy and completeness.
- Receive and follow up on complaints from whistleblowers.
- Propose recommendations for sanctions on non-compliant listed public officers, to the Director.
- Review public access applications.
- Any other duties that may be assigned from time to time.
CORE COMPETENCIES, SKILLS AND ATTRIBUTES
- Proficient in asset tracking, data and intelligence analysis.
- Basic knowledge of anti-corruption laws in Malawi.
- Ability to work under pressure and manage confidential information.
- Highest standards of ethics and integrity.
- Mature and independent judgement.
- Ability to plan and coordinate field assignments to obtain relevant evidence and information.
- Very good oral and written communication skills.
QUALIFICATIONS AND EXPERIENCE
- A Master’s Degree in Business Administration, Statistics, Accounting, Finance, Economics or related disciplines, obtained from a recognized and accredited institution.
- At least 7 years’ similar work experience, 3 of which should be at senior level in a busy public or private organization.
- Those with demonstrable prior experience in such fields as investigation, law enforcement, fraud detection, auditing, compliance enforcement, monitoring and evaluation or similar or related fields either in the public or private sector will have an added advantage.
NOTES
- Due to the nature of the functions of the ODPOD, only candidates who demonstrate undoubted qualities of maturity, integrity, and high ethical standing necessary for handling sensitive and confidential information and have a clean criminal record are eligible for recruitment within the ODPOD.
- All shortlisted candidates shall undergo a rigorous vetting process of their integrity track records by relevant security agencies to determine their suitability for the job. In that regard, all applicants for any of the advertised positions shall, by the act of submitting their applications, be deemed to have voluntarily submitted to the vetting process. The results of the vetting process shall, for all purposes, remain confidential.
