Job Purpose:

The MEAL Lead will play a key role in establishing and promoting the use of IRW’s global MEAL system. He/she will implement and revise the program’s MEAL framework, focusing on strengthening the capacities of relevant program staff, promoting a culture of shared learning and accountability, and encouraging innovation within the country program. The MEAL Lead is a vital link in coordinating project and program implementation monitoring, ensuring compliance with standards

Reporting to : Country Director
Location: Blantyre with frequent movements

KEY ROLES/RESPONSIBILITIES AND ACCOUNTABILITIES

Resource Responsibilities:

  • Responsible for the MEAL department budget and program-related MEAL intervention budgets.
  • Contribute to drafting TORs for external consultants on technical aspects (job descriptions, recruitment criteria, action plan writing).
    Participate in evaluation interviews with functional and/or line team members.
  • Identify training needs for national teams in collaboration with HR and base managers.
  • Identify potential local and regional technical training resources with Finance & HR.
  • Contribute to drafting and tracking individual action plans for MEAL Office
  • Request technical support from HQ for self or team capacity strengthen

KEY RESPONSIBILITIES:

Program Support:

  • Design, monitor, and revise an organizational MEAL framework/tool and integrate it across projects/programs level.
  • Conduct robust national context analysis to inform sectoral experts on trends and strategic shifts (FSL, WASH, Advocacy, Protection, etc.) to develop logical frameworks, concept notes, M&E frameworks, and research tools.
  • Design lead studies, Extract and compile secondary data for strategic use in concept notes/proposals.
  • Ensure simple systems for managing MEAL data (e.g., complaint databases).
  • Conduct basic data analysis and communicate findings to Heads of Programs and Country Director.
  • Implement accountability mechanisms (feedback/complaints response) and strengthen serious complaint handling to ensure vulnerable community participation and feedback in project implementation.
  • Establish mechanisms to document and share project/ program innovations and learnings/ Engage with internal/ external communities of practice to add value to MEAL work.
  • Collaborate with advocacy/communications teams to showcase impactful learning.
    Lead regular updates to GPMS with program/project information.
  • Ensure adherence to minimum humanitarian standards (CHS, Sphere, Red Cross Code of Conduct).

Experience and Skills:

  • Proven experience in program design, monitoring, evaluation, and management.
  • Skilled in both qualitative and quantitative data collection/ analysis.
  • Familiarity with donor M&E requirements, Strong in project reporting and M&E capacity building
  • Commitment to continuous learning and improvement.
  • Experience working in culturally diverse settings, High emotional intelligence and resilience/Willingness to work under difficult field conditions.
  • Strong communication skills in local languages and English/ Positive attitude and solution-oriented mindset

QUALIFICATIONS:

  • BSc/BA Degree in Humanities, Sociology, Gender Studies, Social Science, Social Work, Development Studies and or any related subject area
  • Minimum Five (5) years’ experience in MEAL role within NGO sector.
  • Holding a motor bike driving license is an asset.
