The Local Government Service Commission is inviting applications from suitably qualified Malawians to fill the post of DIRECTOR OF LAND SERVICES existing at various District Councils.

GRADE: M2
SALARY: WITHIN THE GRADE M2 SALARY SEGMENT
REPORTING TO: DISTRICT COMMISSIONER

JOB REQUIREMENTS
Applicants must be serving Chief Lands Officers, Chief Physical Planning Officers, Chief Valuation Officers, Chief Land Surveyors, Chief Survey Examiner, ChiefHydrographers, Chief Deck Officers, Chief Estate Management Officers, Chief Housing Officers, Chief Housing Development Officers, Chief Rural Housing Officers, Chief Photogrammetry Officers, Chief Cartographers, Chief Remote Sensing Officers, Chief Land Information Officers, Chief Records Officers, Chief Land Use Information Management Officers, Chief Adjudication Officers, Chief Land Registrars, Chief Deeds Registrars, Chief Land Inspection and Enforcement Officers and Chief Geospatial Information Management Officers Grade F/M3 with a minimum of four (4) years’ experience at that grade and should have a Bachelor’s Degree in the relevant fields. Those with Master’s Degree in Land Administration and Management will have an added advantage.

DUTIES

  1. Planning and coordinating the day-to-day activities of the directorate.
  2. Leading and overseeing the land administration and management functions to ensure secure land tenure and efficient service delivery.
  3. Overseeing the delivery of estate management and valuation services to promote efficient land and property management, supporting informed decision making  and optimize the value of land and property assets.
  4. Coordinating land registration processes and advising land governance institutions to promote secure land tenure, enhance service delivery and strengthen transparency in land administration functions.
  5. Leading and overseeing the execution of physical planning functions to ensure orderly land use, sustainable development and compliance with planning standards and regulations.
  6. Advising and overseeing the efficient and effective execution of surveying functions; land surveying,
  7. mapping, land measurements to support informed land  management and development planning.
  8. Providing strategic guidance in the implementation of Land Information Management System; ensuring efficient, accurate and accessible land data to enhance decision making and improve service delivery
  9. Leading and overseeing the planning and delivery of housing initiatives that are efficient, affordable and sustainable; addressing community needs and enhancing quality of life.
  10. Managing public and rented buildings.
  11. Providing leadership and oversight in the resolution of land related disputes to ensure fairness, equity and justice in land administration.
  12. Advising the council and all relevant stakeholders on land related laws, regulations and policies to ensure prudent decision making and coordinate land governance.
  13. Providing leadership in the supervision of staff and oversee training needs and welfare to ensure a motivated workforce for effective and efficient service delivery.
  14. Overseeing and guiding the management of the resources to ensure efficient allocation, accountability and optimal utilization in support of effective and efficient service delivery to the public.
  15. Submitting reports on all land related transactions to the District Commissioner and Ministry of Lands.
  16. Formulating and reviewing land related by laws and guidelines of the Council.
  17. Ensuring accurate and up-to-date land related records.
  18. Any other relevant duties that maybe assigned from time to time.
