Job Title: Chief Nursing Officer
Grade: F/M3
Reporting to: : The Director of health Services (Grade E/M2)
Location: Blantyre District Council
No. of vacant Positions : 1

Duties and Responsibilities

  1. Ensure excellency in Nursing/Midwifery care at all times
  2. Ensure presence of necessary man power and equipment in the Health centres
  3. Initiate policy and plans in order to improve the Nursing services and translate policies.
  4. Ensure there is adequate co-ordination between Nursing and various departments
  5. Ensure appropriate linkage with Nurses council and core ministries.
  6. Responsible for nurse’s development (In Service and trainings).
  7. Evaluate Nursing activities and deploy Nursing staff.
  8. Promote timely adequate feedback to Health Centres for improvement of data quality, their analysis and sufficient use in planning and right of health
  9. Monitoring and evaluating implementation of nursing core standards in Health Centres.
  10. Appraising and Counselling nurse’s staff.
  11. Maintaining nursing staff and patient statistics for staff projection in order to provide adequate personnel.
  12. Submit quarterly staff return to the Deputy Director of Nursing/Midwifery services
  13. Facilitates the development and reviews disaster/emergency plans and makes necessary amendments
  14. Reviews and collates submitted budgets for presentation to the appropriate section.

Qualifications

Job Title: Chief Social and Child Welfare Officer
Grade: F/M3
Reporting to : The Director of Community and Social Services (Grade E/M2)
Location: Blantyre District Council

Duties and Responsibilities

  1. Coordinates the development, implementation, monitoring and review of social welfare services in order to reduce vulnerability, enhance protection and care for the vulnerable groups in society through early preventive and protection interventions.
  2. Analyses Government strategy and policy documentation international conventions and treaties to which Malawi is a signatory in order to participate effectively in the policy formulation and review and ensure that social welfare services are in line with Government policy.
  3. Initiates and participates in the management of baseline studies and research activities for collecting primary and secondary information as a basis for the development of new program or review of existing ones and providing feedback into policy formulation.
  4. Develops and reviews procedural guidelines and standards for use by implementing agents to ensure that social welfare services conform to international good practice and Government strategy and policy.
  5. Coordinate Performance Management system, coaching and mentoring Lead a team of technical staff.
  6. Ability to:
    • Write technical reports for a variety of stakeholders
    • Interact and communicate effectively to stakeholders
    • Use ICT for program management and communication
    • Analyze policies, statutes, reports and other relevant documents

Qualifications

Job Title: Chief Monitoring and Evaluation Officer
Grade: F/M3
Reporting to: The Director of Economic and Planning Development (Grade E/M2)
Location: Blantyre District Council
No. of vacant Positions: 1

Duties and Responsibilities

  1. Supervise and coordinate the activities of principal, senior Economist and Economist in the section on daily basis;
  2. Initiate the development of strategic plans which will guide the formulation of long- and medium-term strategies;
  3. Analyses the potential impact of national economic policies and development strategies and make appropriate recommendations;
  4. Coordinate sectional work plan and budget;
  5. Identify and review real sector policy issues;
  6. Initiate and coordinate research studies on real sector policy issues; vii. Initiate the development of real sector policies.

Competencies

This job requires a broad knowledge of Development Economics or Rural Development Economics as they fit into the Poverty Reduction Policies of Government so that they are translated to suit Council needs. Ability to network or interface with officials and experts in other organization or institutions, and sensitivity to the needs of the Communities are prerequisites.

Qualifications
Applicants must be serving Principal Economist or Principal Planning Officers (Grade G/ M4) with a minimum of four (4) years’ experience at that grade in the Local Authorities. Job Title: Chief Agriculture Officer
Grade: F/M3
Reporting to : The Director of Agriculture (Grade E/M2)
Location: Blantyre District Council
No. of vacant Positions : 1

Duties

  1. Interpret agricultural policies and formulate strategies for their implementation;
  2. Coordinate technology transfer process;
  3. Prepare annual work plan budgets;
  4. Plan, organize and monitor implementation of agricultural training programs at the Council;
  5. Develop strategies for strengthening Research/Extension/Farmer linkages at the Council;
  6. Review Agricultural Policies, Systems and methodologies
  7. Review staff requirements and advise on staff recruitment and rational deployment;
  8. Initiate staff and farmer training needs assessment for the formulation of appropriate extension training programs;
  9. Promote collaboration with other departments and other organizations involved in agricultural programs at Council level;
  10. Initiate and coordinate the development or relevant technical messages for use by agricultural extension staff;
  11. Submit technical reports.

Competencies
The post holder should demonstrate sound knowledge of Agriculture, Environment and Natural Resources Management policies and systems. The incumbent should be able to ensure close collaboration with other stakeholders and farmers.

Qualifications
Applicants must be serving Assistant Chief Agricultural Officer (Grade F/P6), District Agricultural Development Officers (Grade F/P6) regardless of experience at that grade or Principal Agricultural Officers (Grade G/M4) with a minimum of four (4) years’ experience at that grade in the Local Authorities. Job Title: Principal Health Prevention and Promotion Officer
Grade: G/M4
Reporting to : Chief Preventive Health Officer (Grade F/M3)

Duties and Responsibilities

  1. Assisting the Chief Preventive Health Officer in the administration and management of mass media and advocacy, materials development, research monitoring and evaluation activities.
  2. Supervision of staff involved in mass media advocacy, materials development research, monitoring and evaluation activities under him/her including district officers and stakeholders.
  3. Assist in organizing and implementation of capacity building for mass media and advocacy, materials development, research monitoring and evaluation activities.
  4. Assist in the preparation of work plans and budgets for the section.
  5. Facilitation collection of newsworthy events from district, health headquarters and other sections in the mass media.
  6. Conduction KAP gaps from different programs
  7. Assisting in the monitoring and evaluation of mass media authorities for free or cost minimized media programmes
  8. Assisting in the monitoring and evaluation of mass media advocacy.
  9. Participating in the training of all health and extension staff in communication skills and techniques.
  10. Liaising with staff and various levels on mass media and advocacy issues
  11. Ensuring that field studies are done to determine relevance and impact of health messages
  12. Ensuring coverage of impact functions
  13. Conduct public health publicity and advisory
  14. Coordinate health talk programmes in the district
  15. Act as Public Relations Officer for the Health Sector

Job Title: Principal Environmental Affairs Officer
Grade: G/M4
Reporting to: Chief Environmental Officer (Grade F/M3)
Location: Blantyre District Council

Duties and Responsibilities

  1. Coordinate planning and implementation of environmental activities in the district
  2. Promote environmental awareness in the district on the protection and management of the environment and natural resources
  3. Identify, prepare and conduct training programmes in environmental management
  4. Conduct environmental assessments and prepare environmental reports
  5. Monitor compliance to environmental legislation
  6. Provide technical advice to stakeholders on environment and natural resources management
  7. Promote integration of environmental management in district development plans
  8. Organise consultative meetings and workshops with relevant stakeholders
  9. Facilitate the production of the district state of environment and outlook report and the district environmental action plan
  10. Any other duties assigned by the director from time to time

Job Title: Fisheries Officer
Grade: I/M6
Reporting to : Principal Fisheries Officer (Grade G/M4)
Location: Blantyre District Council

Duties and Responsibilities

  1. Coordinate the development and dissemination of extension messages
  2. Monitor implementation of District Extension Programs
  3. Assist in preparation of monthly, quarterly and annual reports
  4. Provide extension services to various projects
  5. Assist in preparation of departmental and annual work plans
  6. Assist in preparation of annual budget for extension unit
  7. Conducting research to identify fish market linkages through formal long term agreements between cooperatives and off takers
  8. Development and oversee agribusiness plans, ensuring efficient utilization of resources and compliance with all safety regulations – organize and trainings for farmers to increase fish volumes and availability
  9. Maintain a readily usable form of fisheries data and information
  10. Carry out any other duties assigned from time to time

Qualifications
Applicant must be serving Senior Assistants Fisheries Officers (Grade J/M7) with a minimum of four (4) years’ experience in the Local Authorities or in possession of a Bachelor’s degree in Fisheries Science and Management, Marine Biology, Environmental Science or Aqua-Culture obtained from accredited institutions.

 

Job Title: Assistant Accountant
Grade: K/M8
Reporting to: Accountant (Grade I/M6)
Location: : Blantyre District Council

Duties and Responsibilities

  1. Supervise bank reconciliations.
  2. Supervise cash reconciliations.
  3. Reconcile VAT/Surtax, WHT PAYE accounts.
  4. Any other duties as assigned from time to time.

Qualifications

Applicants must be serving Senior Accounts Assistants (Grade L/M9) with minimum of four (4) years’ experience at that grade in the Local Authorities or in possession of a Diploma in Accounting obtained from accredited institutions.

 

Job Title: Assistant Supplies Officer
Grade: K/M8
Reporting to : Supplies Officer (Grade I/M6)
Location: Blantyre District Council
No. of Vacant Positions: 1

Duties and Responsibilities

  1. Assist in preparing of requests for quotations, evaluation reports and draft orders and contracts;
  2. Assist administratively in the closing and opening of bids;
  3. Ensure that delivery of goods and services is in accordance with contract terms and user requirements;
  4. Check invoices and ensure that payments are in accordance with contract terms and following government legal requirements.
  5. Maintaining and updating supplies records

Qualifications

Applicants must be serving Senior Stores Clerk (Grade L/M10) with a minimum of four (4) years’ experience at that grade in the Local Authorities or in possession of a Diploma in Procurement, Purchasing and Supply, Supply Chain Management or Level 6 of CIPS obtained from accredited institutions
