Background

The Paediatrics and Child Health Association (PACHA) is a non-profit making organization that advances and improves children’s health and welfare with the mission of ensuring that all the children have access to their determinants of health, in Malawi and beyond. Our members include healthcare professionals and other child health and welfare advocates. PACHA has been working in Malawi since 2011.

With funding from Else Kröner-Fresenius Foundation through Witten/Herdecke University, PACHA in partnership with different stakeholders is developing and implementing new paediatric NCD guidelines in Malawi.

PACHA, therefore, seeks to engage the services of well experienced, highly motivated and suitably qualified persons to fill the post of Finance and Administration Officer tenable at its offices in Blantyre. The initial contract is for 2 year with possibility of further extension based on performance and availability of funding.

The Finance and Administration Officer will report to the Project Lead. S/he will be responsible for overseeing program finances, budget, compliance, grants administration, human resources management and other operations and administrative duties. S/He will ensure that all financial functions of the Activity including accounting, payments and banking, payroll, budgeting, financial reporting, grant financial management and compliance are done effectively and in a timely manner. S/He ensures that the program consistently and correctly implements sound financial, contractual, and administrative operating systems and controls and ensures compliance with donor regulations, PACHA’s internal policies and procedures as well as statutory regulations. The Finance and Administration Officer will directly manage and supervise other program finance staff and provide financial support to program staff in budgeting and activity budget management and reporting.

Responsibilities

  • Oversee the implementation of PACHA’s financial and administrative policies and procedures under the program
  • Support and supervise day-to-day finance and administration functions OF PACHA
  • Ensure complete documentation, stewardship, and accountability of financial transactions under the Activity
  • Establish and monitor the implementation of PACHA’s financial management and tracking systems to ensure strong financial responsibility
  • Oversee and review work plan budgeting, budget tracking, and financial communication/reporting process and systems
  • Provide accurate and timely financial information to management and program team for decision-making and prepare expenditure forecasts to ensure adequate funds are available
  • Provide support and/or guidance to staff on financial controls, operational systems and track advances and liquidations
  • Maintain and update project inventory system
  • Support internal and external audits
  • Office administration and providing support services to the project technical staff.
  • Support project team in the Procurement of goods and servicesOversee venue bookings/reservations and ensure all bills are reviewed and reconciled before processing of payments.
  • Ensure proper fleet management of project/rental vehicles
  • Manage office equipment maintenance and fuel usage for motor vehicles

Qualifications

  • Degree in Accounting, Finance or related field obtained from the institution approved by the National Council for Higher Education with three (3) years of work experience
  • Those studying towards the final level of accounting/finance professional qualification such as ICAM or ACCA will also be considered
  • Experience with an NGO working environment and donor funded projects
  • Practical knowledge of MS Office Products, SAGE Accounting or any similar computerized accounting system
  • High moral, ethical and professional standards
