Development Aid from People to People (DAPP) Malawi is a locally registered NGO that has been operating in Malawi since 1995. Our mission is to work with the communities by promoting social and economic development through health, education training, food security and environmental programs. Our work in development is guided by social cohesion and respect for humanity, implemented through innovative and cost-effective programs. Through a variety of development models, DAPP complements the government’s effort in implementing the Malawi Growth and Development Strategy.
With funding from the US President’s Emergency Plan for AIDS Relief (PEPFAR) through Centres for Disease Control and Prevention (CDC), DAPP Malawi is implementing the Determined, Resilient, AIDS-Free Mentored and Safe (DREAMS), a project called “Loto Langa” (LoLa) which targets Adolescent Girls and Young Women (AGYW) aged between 10 to 24 years with several layers of interventions including Social Asset Building, Violence Prevention, Economic Strengthening and Education Support, direct service delivery of HIV Testing, Family Planning and Condom Education. The project also targets parents of AGYW that are in DREAMS with Families Matter Program.
DAPP Malawi is inviting suitably qualified and experienced persons to apply for various positions under the DREAMS project which is being implemented in Blantyre and Chiradzulu districts.
MONITORING AND EVALUATION OFFICER – (X3) -Blantyre and Chiradzulu
Reports to: Monitoring &Evaluation Lead
The officer must have a strong understanding of DREAMS program be the one who managed a DREAMS program before in the capacity of M&E.
Job Summary / Responsibilities
The M&E Officer will provide technical support to the M&E assistants and ensure that they develop plans and effectively achieve their plans
Key Performance Areas
- Support in the development and implementation of comprehensive monitoring and evaluation frameworks, systems, and tools to track program performance and impact, using DAPP and donor monitoring tools
- Collaborate with program teams to define clear objectives, outcomes, indicators, and targets for monitoring and evaluation activities.
- Provide technical support and capacity building to M&E assistants, program staff, partners, and stakeholders on monitoring and evaluation methodologies and best practices.
- Conduct regular field visits to program sites to ensure data collection and monitoring processes are implemented effectively and provide on-site training as needed.
- Work with M&E Lead and program staff in planning and conducting of data quality assessments.
- Design and conduct quantitative and qualitative data collection and analysis, including surveys, interviews, focus groups, and case studies, to assess program effectiveness, identify trends, and measure outcomes.
- Monitor the quality of implementation and report any poor-quality implementation to M and E Lead, district coordinator or DREAMS Technical Lead. Poor quality shall be implementation which is not in line with the donor demands
- Prepare regular reports (weekly, monthly and quarterly) and presentations on monitoring and evaluation findings, including key performance indicators, trends, and recommendations for program improvement.
- Facilitate weekly and monthly M and E meetings to check on data, report consolidations and data verifications
- Collect data on a regular basis to measure achievement against the performance indicators.
- Troubleshoot data submission errors and liaise with responsible data entry personnel for correction.
Qualifications and Experience:
- Bachelor’s degree in Monitoring and Evaluation, public health, epidemiology, social sciences, statistics, or a related field.
- Minimum of three (3) years of professional experience in data management position responsible for implementing activities of international development projects.
- Demonstrated experience on HIV programs and familiarity with PEPFAR indicators
- Expertise in quantitative/qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis, interpretation, translation and presentation
- Strong understanding of PEPFAR and Malawian Government HIV priorities and MOH guidelines, policies and strategic priorities, and the health management information system (DHIS2/DATIM)
- Strong technical skills, including processing and analyzing data using one or more statistical software packages, including at least one of the following: SPSS, SAS, Epi-Info, Stata, MS Access, NVivo, or MAXQDA
- Have/possess a valid motorbike license
