Local Government Service Commission is inviting applications from suitably qualified Malawians for the following vacancies existing at Nsanje District Council

POST : Chief Medical Officer-

GRADE : F/M4

QUALIFICATIONS

Applicants must be serving Principal Medical Officers (Grade G/ M5) with a minimum of four (4) years’ experience at that grade in the Local Authorities

DUTIES AND RESPONSIBILITIES

  1. Perform clinical work at the hospital including supporting/ assisting doctors and clinicians in managing various medical and surgical conditions, in line with national treatment guidelines and protocols;
  2. Evaluate/review patients referred to him/her by junior clinicians during ward rounds and/or out-patient clinics;
  3. Conduct major and minor surgical procedures of general surgery and gynaecology/obstetrics;
  4. Respond to emergency calls even after normal working hours, as necessary;
  5. Participate in the plan and implementation of disease surveillance protocols;
  6. Prepare and monitor the on call-clinical rota for the hospital.
  7. Participate in being on-call at the hospital
  8. Ensure smooth implementation of, and strict adherence to minimum standards of clinical Services including Infection Prevention Guidelines;
  9. Enforce professional conduct and work ethics (discipline) among clinical staff at the hospital and ensure that the staff always observe the dressing code.

 

 

POST: Chief Preventive Health Officer-
Grade: F/M4

QUALIFICATIONS

Applicants must be serving Principal Preventive Health Officers (Grade G/M5) with a minimum of four (4) years’ experience at that grade in the Local Authorities

DUTIES AND RESPONSIBILITIES

  1. Planning, organising, managing and evaluating environmental and other preventive health services at district level
  2. Liaising with Local government authorities and other stakeholders and provide guidance on matters relating to water and sanitation, hazardous waste management, disease outbreak/epidemic control, food safety, vector and vermin control and enforcement of public health regulations.
  3. Coordinate and collaborate with relevant institutions and organisations on emergency preparedness, response and health and safety.
  4. Supervising environmental and other preventive Health staff and projects at district level
  5. Conduct surveys, studies, and health impact assessment of various projects and provide technical guidance on health issues relating to environmental health needs.
  6. Perform any other duties as deemed reasonable for the post and as assigned from time to time.
  7. Liaise with government departments and NGOs working on issues of preventive health activities and projects in the district
  8. Interprets policies and regulations on public health
  9. Prepares estimates and budget for environmental other preventive health activities
  10. Conducts performance appraisal for environmental and other preventive health personnel
  11. Assess training needs of environmental and other preventive health personnel in the district
  12. Organizes meetings and in-service trainings of public health personnel in the district
  13. Any other duties as may be assigned from time to time.

 

 

POST: Senior Assistant Social Welfare Officer
GRADE: J/M8

QUALIFICATIONS
Applicants must be serving Assistant Social Welfare Officers and serving Assistants Community Development Officers (Grade K M9) with a minimum of four years’ Experience at that grade in the Local Authorities

DUTIES AND RESPONSIBILITIES

  1. Interprets, Government policy, standards and guidelines and provides technical backstopping to officers to ensure effective application of probation and rehabilitation strategies
  2. Undertakes basic research into international practices and facilitates inputs into standards setting to support alignment with international practices
  3. Works with vocational training department to develop life and survival skills to be included in the probation and rehabilitation services
  4. Represents the Principal at technical meetings within and outside the country.
  5. Compiles different reports on the activities of the juvenile reformatory centre highlights process and challenges and use the reports as a basis for making operational and management decisions
  6. Works with Community Participation section to develop and implement strategies for community mobilization aimed at improving community participation in child rehabilitation activities.
  7. Designs and implements practical sessions to equip community member and community-based care givers with child counselling psychosocial support skills in order to help them support reform process of children coming from the centre
  8. Identifies capacity building needs of the centre, especially technical staff, and facilitate training to ensure that acquire new knowledge and skills and benefit from the career path of the profession.
  9. Supervises, and monitors activities such as counselling juveniles and offer advice to Social Workers and Instructor on how to make counselling more effective.
  10. Assists with the identification of counselling needs of children and participates in counselling

 

 

POST : Principal Irrigation Engineer
Grade: G/M5

QUALIFICATIONS

Applicants must be serving Senior Irrigation Engineers (Grade H/M6) with a minimum of four (4) years’ experience at that grade in the Local Authorities.

DUTIES AND RESPONSIBILITIES

  1. Investigate and plan irrigation development activities
  2. Prepare a work plan, implementation schedules and budget
  3. Conduct topographic surveys for the design of irrigation/ drainage systems, dykes and water reservoirs
  4. Design Irrigation/drainage networks and structures, dykes, dams and water reservoirs
  5. Prepare specifications and tender documents for feasibility studies and construction of irrigation systems
  6. Carryout details site surveys, hydrological and soil investigations, and agronomic and environmental studies for implementation of irrigation projects.
  7. Carryout operations and maintenance of irrigation/drainage projects with an emphasis on quality control budgetary and financial control and timing of schedules(cropping and construction)
  8. Carry out an investigation of the potential for irrigation development, creating awareness of the benefits of irrigation
  9. Monitoring implementation of programs and performance of schemes
  10. Prepare comprehensive reports on the physical implementation and financial performance of projects
  11. Review Agronomic schedules, operations and maintenance, schedules to improve performance
  12. Train staff in operations, maintenance and management of irrigation schemes
  13. Train farmers in economic utilization of irrigation resources to maximize benefits

PERSONAL SPECIFICATIONS
