ABOUT NGO CCR
The NGO Coalition on Child Rights, hereinafter referred to as ‘NGO CCR’ is a national Coalition of NGOs and networks whose broad goal is to entrench child rights programming in all development processes in Malawi anchored under the four fundamental principles of the rights of the Child: Non-discrimination; The best interest of the child; Right to life, survival and development; and Participation within the evolving capacities of the Child. The NGO CCR’s mission is to contribute towards the promotion, respect, protection and fulfilment of children’s rights through evidence based Advocacy, Coordination, Capacity building and Research, monitoring and reporting. The NGO CCR is currently the Executive Board member of the Child Rights Networks for Southern Africa (CRNSA), which is a SADC regional level body of non-state actors for Child Rights. The NGO CCR is also a member of ACRWC CSO Forum which is a Pan-African body of non-State Actors on Child rights and is an affiliate of the Child Rights Connect at the UN level on matters of Child Rights.
ABOUT THE PROGRAMME
Tikwaniritse ndi Kuteteza ma Ufulu a Ana (TiKuMA Programme) is a Norwegian Agency for Development Cooperation (NORAD) Framework Agreement funded programme through Save the Children (SC). The goal of the programme is that all children enjoy their right to education and are protected through strong community and government systems by 2028. Contributing towards this goal, NGO CCR in collaboration with Save the Children and other partners will create hubs of excellence in the two districts of Balaka and Mchinji, to generate experience and evidence for replication and scale. To achieve this, NGO CCR will work with civil society, government actors and children themselves within three interrelated thematic areas: A strong government system is accountable, responsive, inclusive and transparent in respecting, protecting and fulfilling the rights of children (Child Rights Governance), Children are protected from child marriage, sexual and gender based violence, teenage pregnancies and emotional abuse and have their sexual and reproductive health and rights fulfilled (Child Protection) and children access and complete quality basic inclusive education with improved competencies in foundational literacy and numeracy (Education). This 5-year programme targets 74, 800 children from 100 primary schools and 11,500 out of school adolescent girls and boys in the 2 districts.
PURPOSE:
To enhance quality of NGO CCR Programmes by ensuring efficient and effective implementation of programmes and realization of results by developing and strengthening mechanisms monitoring, learning and information sharing, encourage innovation and development of alternatives to promote effective, responsive delivery of NGO CCR Programmes
This position is tenable at NGO CCR Secretariat Office in Lilongwe
The position is on an initial 7 months fixed term contract, renewable depending on performance and availability of donor finding
KEY RESPONSIBILITIES
Child Rights Advocacy Practice and Methodologies
- Design, develop, promote and coordinate participatory methodologies with children groups, members and partners in NGO CCR.
- Ensure quality assurance of the Coalition’s participatory approaches by monitoring and reviewing membership participatory practice and scaling up of participatory approaches.
- Coordinate documentation and dissemination of best practice in use of participatory methodologies across the Coalition.
Quality Assurance
- Support and coordinate internalization and practice of Child Rights governance and Advocacy within the Secretariat and NGO CCR membership.
- Lead in the development of M&E / impact assessment framework and its operationalization for NGO CCR.
- Conduct Data Quality benchmarks and assurance for all project activities o Lead in the development of Programme indicators and result frameworks guidelines.
- Coordinate review of NGO CCR Programme performance with reference to annual plans and budgets and the strategies.
Reporting, Monitoring and Evaluation
- Prepare quality Activity reports and monthly progress reports o Update the MEAL Framework and Indicator tracking Matrix from time to time to incorporate new projects
- Ensure timely submission of quality Monthly, quarterly, bi-Annual and Annual reports according to donor requirements
- Ensuring timely data analysis and preparations of monitoring reports o Support in designing and implementing of periodic evaluation activities o Support the National Coordinator in compiling of data and writing quality reports accordingly
Knowledge/ Information Management
- Develop tools and processes for appraisal / assessment of applications for support membership by prospective Coalition Members.
- Provide technical leadership in the designing and implementing NGO CCR information systems including reporting systems / formats and schedules.
- Promote information systems management in the Coalition, including establishment of a robust and regularly updated database.
- Collect relevant documentation from NGO CCR member networks and other sources for storage at the Secretariat
Accountability and Learning
- Lead in designing feedback mechanisms with children, members and partners for theNGOCCR
- Support and coordinate development of strategies, reviews, appraisals of new / existing programmes and initiatives within the Coalition.
- Facilitate and coordinate production of quality on site, monthly, quarterly, half year and annual reports per donor requirements.
- Coordinates and provides guidelines, direction and monitoring of operations at all levels of the Coalition.
- Support the development, graphic design and writing of proposals and concept notes for related programming information management and reporting
KNOWLEDGE SKILLS AND ATTRIBUTES
- Bachelors’ Degree in Social Sciences or equivalent from recognised University.
- At least two (2) years working experience in programmes / advocacy functions in an child rights focused organisation
DESIRED TECHNICAL KNOWLEDGE AND SKILLS:
- Knowledge of Child Safe guarding and Child Protection policies, programmes and interventions in Malawi is required.
- Knowledge of Malawi Government’s Child sensitive policy frameworks and programing processes and procedures is required.
- Strong analytical and critical thinking skills are required, particularly in macroeconomics, public finance management and financing of social sectors.
- Strong documentation skills are required.
