ABOUT NGO CCR

The NGO Coalition on Child Rights, hereinafter referred to as ‘NGO CCR’ is a national Coalition of NGOs and networks whose broad goal is to entrench child rights programming in all development processes in Malawi anchored under the four fundamental principles of the rights of the Child: Non-discrimination; The best interest of the child; Right to life, survival and development; and Participation within the evolving capacities of the Child. The NGO CCR’s mission is to contribute towards the promotion, respect, protection and fulfilment of children’s rights through evidence based Advocacy, Coordination, Capacity building and Research, monitoring and reporting. The NGO CCR is currently the Executive Board member of the Child Rights Networks for Southern Africa (CRNSA), which is a SADC regional level body of non-state actors for Child Rights. The NGO CCR is also a member of ACRWC CSO Forum which is a Pan-African body of non-State Actors on Child rights and is an affiliate of the Child Rights Connect at the UN level on matters of Child Rights. 

ABOUT THE PROGRAMME

 Tikwaniritse ndi Kuteteza ma Ufulu a Ana (TiKuMA Programme) is a Norwegian Agency for Development Cooperation (NORAD) Framework Agreement funded programme through Save the Children (SC). The goal of the programme is that all children enjoy their right to education and are protected through strong community and government systems by 2028. Contributing towards this goal, NGO CCR in collaboration with Save the Children and other partners will create hubs of excellence in the two districts of Balaka and Mchinji, to generate experience and evidence for replication and scale. To achieve this, NGO CCR will work with civil society, government actors and children themselves within three interrelated thematic areas: A strong government system is accountable, responsive, inclusive and transparent in respecting, protecting and fulfilling the rights of children (Child Rights Governance), Children are protected from child marriage, sexual and gender based violence, teenage pregnancies and emotional abuse and have their sexual and reproductive health and rights fulfilled (Child Protection) and children access and complete quality basic inclusive education with improved competencies in foundational literacy and numeracy (Education). This 5-year programme targets 74, 800 children from 100 primary schools and 11,500 out of school adolescent girls and boys in the 2 districts.

JOB PURPOSE

Under the overall leadership of the National Coordinator, the TIKUMA Project Officer will be responsible and accountable for providing technical and programmatic support to NGO CCR members, Child-led organisations/groups and public policy makers in all aspects of CRG programming including related advocacy/engagement initiatives and campaigns at both national and district levels.

This position is tenable at NGO CCR Secretariat Office in Lilongwe

The position is on an initial 7 months fixed term contract, renewable depending on performance and availability of donor finding

MAJOR FUNCTIONS AND RESPONSIBILITIES

A: Child Rights Governance

  • Assist in providing technical assistance on Child related legal and public policy tracking, monitoring and influencing
  • Assist in providing technical assistance on the Treaty reports and dissemination of Concluding Observations
  • Support in providing technical assistance to NGO CCR members in the development and drafting of appropriate advocacy and engagement tools such as policy briefs, budget briefs and position papers at both national and district levels.
  • Assist in preparing for engagements with the Private Sector Companies and follow up with them on agreed actions for integration of Child Rights and Business
  • Assist in evidence generation through relevant child rights governance studies/situational analysis

 B: Child Sensitive Public Policy Advocacy and Influencing Campaigns

  • Support in designing and planning for high level policy and budget makers engagements and using appropriate approaches and tools for effective influencing
  • Assist in organizing and conducting high level Parliamentary engagements e.g., Clusters sessions, public budget hearing sessions, and mid-year budget review engagements
  • Assist in planning, organizing and implementing joint policy level monitoring visits/missions to District Councils to influence effective public service delivery for children
  • Assist in mobilizing and organizing resources for stakeholder engagements/dialogue sessions on meaningful public financing for children in Malawi
  • Provide technical assistance in ensuring meaningful child participation in decision making and public budget processes at both national and District Council levels.
  • Assist in follow up and produce progress updates on the CRG Campaign issues with relevant public Policy and Budget makers.

 C: Capacity Building and Systems Strengthening

  • Assist in conducting capacity assessments for CSOs and Child-led groups on influencing Child rights Programming, through Social Policy analysis, child friendly budget analysis, tracking for advocacy and engagements.
  • Assist in designing and planning tailor made capacity building initiatives and Programs for child focused CSOs, Child-led groups and public policy/budget Makers on Child sensitive Programming,
  • Assist in organizing and hosting Child rights related Campaigns and Commemorations.
  • Assist in disseminating Child rights governance related IEC, tools and generated evidence to CSOs and other Stakeholders.
  • Assist in preparing training materials and co-facilitate training sessions on a number of Child Rights themes and topics to stakeholders.
  • Assist in providing technical support to NGO CCR members and District CSO and children groups to meaningfully engage with local actors and public policy and budget makers on fair and equitable financing for children

 D: Collaboration and Networking

  • Assist in building strong working relationships with colleagues at NGO CCR Secretariat, memberships, Children groups, Strategic partners, and Government entities on CRG related matters.
  • Assist in mapping and engaging Child focused budget and tax advocacy organisations, public finance for Children donors and development partners to strengthen and sustain their commitment towards investing in children.
  • Assist in engaging and capacitating child-led groups and community structure participatory mechanisms that hold government accountable to children including public spending commitments/obligations for children

E: Technical reporting and Documentation

  • Draft quality project progress and technical reports (activity, monthly, quarterly, annual and others) in a timely manner
  • Assist in documenting and consolidating credible evidence on public investment in children,child participation, Violence against Children, treaty reporting, child rights and business to inform public policy reforms
  • Document and consolidate lessons learnt and success stories for the TIKUMA Project.

F: QUALIFICATIONS AND SKILLS

1. Education:

  •  A degree from reputable University in one of the following fields: ECD, Public policy, Political Science, Human rights, Social work, Education, or other relevant technical field.

2. Experience

  • At least 2 years of experience working on Child Rights Program or project is a considered as a strong asset.
  • Proven experience in evidence generation activities to support improved investments in Child sensitive Social Protection and other Social Sectors is required.
  • A proven track record in designing and implementing a child friendly budget advocacy campaign, preferably with children or young people.
  • A proven track record of working with civil society organisations, children and youth, public participation or audit institutions to keep government accountable.

3. Desired technical knowledge and skills:

  • Knowledge of Child Safe guarding and Child Protection policies, programmes and interventions in Malawi is required.
  • Knowledge of Malawi Government’s Child sensitive policy frameworks and programing processes and procedures is required.
  • Strong analytical and critical thinking skills are required, particularly in macroeconomics, public finance management and financing of social sectors.
  • Strong documentation skills are required.
