
Malawi Network of AIDS Service Organisations (MANASO)
MANASO is a Network organization comprising Community-Based Organizations (CBOs), Local NGOs, and International NGOs in all districts across the country. Its mandate is to coordinate the HIV and AIDS national response among Civil Society Organizations in Malawi. In addition to the coordination role, MANASO also implements activities that focus on HIV/AIDS, Sexual Reproductive Health and Rights (SRHR), TB, COVID-19, Malaria, Nutrition, and Humanitarian response.
To achieve the implementation of various programs, MANASO, therefore, invites expressions of interest from qualified Malawians for the following position:
Monitoring, Evaluation, Accountability & Learning (MEAL)Officer
Under the supervision of the Capacity Building Manager; the MEAL officer will be responsible for ensuring high-quality and timely inputs of data for effective decision-making for the Global Fund HIV/AIDS and TB project. S/he will design and implement M&E activities in a cost-effective and timely manner. S/he will work in close collaboration with the M&E Manager for the organization.
Specific Responsibilities:
- Develop and strengthen project monitoring and evaluation framework and procedures.
- Conduct regular field visits to project sites to support project staff in the use of data collection tools and report validation processes.
- Identification of project bottlenecks in data collection, management, and dissemination; and propose recommendations and corrective actions where necessary.
- Consolidation and analysis of data concerning the objectives and goals.
- Support development and management of standard operating procedures for quality improvement that includes data audits and feedback sessions.
- Ensure there is timely preparation and submission of accurate work plans, progress reports, and other deliverables to management and stakeholders.
- Capacity building to project staff and the Civil Society Organizations in all monitoring and evaluation.
- Tracking implementation of activities to ensure budget performance control.
- Develop and update the performance dashboard.
- Conduct periodic data verification and quality assessments.
Required qualifications and experience
- Degree in public health, epidemiology, Social Science, demography, statistics, or a related field;
- At least five (5) years of work experience in designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and managing data-intensive, performance-based programs;
- Demonstrated ability to perform complex data quality analyses and make program recommendations based on findings;
- Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, SPSS, STATA, NVivo, MAXDQA, and/or business intelligence tools.
- Demonstrated ability to prepare expert quality data visualizations and a working knowledge of Malawi’s health service information systems and monitoring and evaluation. Working knowledge and experience in monitoring & accountability of Global Fund projects will be an added advantage.
