TERMS OF REFERENCE ENVIRONMENTAL ADVOCATE AND INFLUENCER 

INTRODUCTION 

Concern Worldwide is a non-governmental, international, humanitarian organization dedicated to the reduction of suffering and working towards the ultimate elimination of extreme poverty in the world’s poorest countries. To achieve our mission we engage in long-term development work, build resilience, respond to emergencies and seek to address the root causes of poverty through our development education and advocacy work. Concern Worldwide has been operational in Malawi since 2002, implementing programmes in the areas of Social protection, climate smart agriculture and livelihoods in a variety of districts in the country. 

The Irish Aid Enterprise Fund for International Climate Action (EFICA) is a grant under the RESET Project to support international partnerships, for climate related activities in developing countries which have a commercial or enterprise focus. This Fund aims to promote the mobilisation of private finance for climate action. Our project focus in on clean energy (including clean cooking) with cross cutting impacts for gender as this is a women-led local enterprise. Partners within the grant are; 

Eco Gen Limited which is a multi-award winning social business operating in Lilongwe, Malawi, founded in 2018 to provide technically advanced and sustainable biogas technology solutions for production of renewable biogas energy and fertilizer to small farmers to reduce food shortage, poverty and climate change. Eco Gen promotes a world where waste is a resource and farmers are empowered and productive. Eco Gen design, produce, distribute, sale and install small and medium biogas systems to convert waste (agriculture or home waste) into biogas energy and fertilizer. 

The Centre for Community Organisation and Development (CCODE) which is a Malawian non-profit organization founded in 2003. CCODE works primarily in urban poor settings, engaging communities around empowered livelihoods, skills building and business planning, access to finance and support for housing, and sustainable waste collection. CCODE is an affiliate of Slum Dwellers International (SDI), a network of community-based organisations of the urban poor in 32 countries and hundreds of cities and towns across Africa, Asia and Latin America. 

BACKGROUND 

Concern and its partners ECOGEN and CCODE in the RESET project have supported 5 sites in Urban Lilongwe, Malawi in installing small-scale bio digesters producing biogas, fertiliser from organic waste. Those systems are expected to combine the benefits of waste management, renewable energy production, improved agricultural products, and income generation. A year and 8 months into the implementation of the project, the project learnt that women are able to produce biogas as a main product and bio fertilizer as a by-product however due to lack of awareness and knowledge amongst the general population there has been slow intake of the products. 

In order to address this, the project seeks to collaborate with, an influential Environmental Advocate, to amplify awareness about the wonderful work the women and youths are doing, open up the business space for the green products and in a way supporting them to build sustainable business in the circular economy. The main stakeholders involved in this project and to be included in this assignment are: 

  • Partners: EcoGen and CCODE 
  • District Local Government 
  • Women and Youth Groups currently using the biogas digesters 
  • 5 communities in Urban Lilongwe namely Chinsapo, Mtandire, Mgona, Area 25 and Mtsinje 

OBJECTIVES 

  • To leverage the environmental advocate and their teams expertise in various media platforms to effectively communicate the message of the Concern Worldwide-RESET Project. 
  • To raise awareness about sustainable practices, waste entrepreneurship, renewable energy, and environmental conservation among the advocate’s audience. 
  • To promote the impact of our initiatives and encourage support and participation from the community in sustainable business enterprises. 

SCOPE OF WORK 

The Environmental Advocate will be responsible for: 

  1. Creating engaging content for awareness campaigns that highlight the importance of sustainable practices, waste entrepreneurship, the importance of waste sorting from the source, renewable energy, and environmental conservation. 
  2. Utilizing his platform to showcase the impact of the Concern Worldwide-RESET Project’s initiatives and encourage community support and participation in sustainable business enterprises and sharing the content to be posted on Concern platforms. 
  3. Collaborating on educational campaigns to inform the public about renewable energy solutions such as biogas, waste management practices like waste sorting, and the benefits of supporting sustainable businesses. 
  4. Providing insights and suggestions for potential strategies for collaboration to maximize the reach and impact of our efforts. 

DELIVERABLES 

The Environmental advocate is responsible to deliver the following outputs: 

  1. Launch one social media campaign using the advocate’s platforms (Linked In, Facebook, twitter) and Concern’s channels to highlight project impacts and call for community action, starting June. 
  2. Create and distribute educational materials, both digital and physical (1 of each), that explain the positive impacts of effective waste management on community health and environment. 
  3. Create and distribute 4 infographics that illustrate the benefits and processes of waste sorting and sustainable practices. 
  4. Produce and release one video highlighting a success story from the Concern Worldwide-RESET Project, with the first video to be launched by mid-June and shared on pre-agreed social media platforms. 
  5. Organize and conduct one workshop per community educating the community on renewable energy solutions and waste management practices, in June. Develop agenda and detailed facilitation guide to guide discussion and liaise with CCODE to ensure attendance. 

TIMELINE 

The assignment will be for an estimated 15 working days in June 2024 

REPORTING LINES 

The Environmental Advocate will provide regular progress reports detailing the activities undertaken, audience engagement metrics, and any challenges encountered. These reports will be submitted weekly to the project manager for review and feedback. 

QUALIFICATION AND EXPERIENCE OF THE CONSULTANT 

  • Bachelor’s degree in Communications, Public Relations or a related discipline. 
  • At least 3 years of experience working in environmental or climate advocacy. 
  • Proven experience in designing and implementing advocacy campaigns, particularly in the areas of renewable energy, waste management, and environmental conservation. 
  • Familiarity with community solid waste management practices, particularly in the context of Malawi, is highly desirable. 
  • Previous experience in collaborating with government authorities, NGOs, and community-based organizations to drive sustainable development initiatives. 
  • Strong communication skills, including the ability to create compelling content for various media platforms and engage diverse stakeholders effectively. 
  • Demonstrated ability to work independently, manage multiple tasks, and meet deadlines in a dynamic environment. 
  • Fluency in English (both written and spoken) is required. Proficiency in local languages spoken in Malawi is an advantage.

SECTION 3: TECHNICAL PROPOSAL 

  1. Consultants’ Understanding of the Terms of Reference 
  2. Methodology and Scope of Work 
  3. Proposed Work Plan: Provide a schedule of activities with timelines, proposed start and end date. 
  4. Detailed Company/Organizational Profile: Include a list of all related assignments with client contacts, as well as information about the size and structure of the company if bidding as a company/organisation. 
  5. Detailed CVs of the Core team: Include their qualifications, most relevant experience, contacts of three professional references, and specify the role of each core team member in this assignment. 
  6. Annex Copies of Core team academic and professional certifications 
  7. Annex Completion Certificates of previous relevant assignments 
  8. Annex at least three professional references from previous recent clients including their contacts 

SECTION 4: FINANCIAL PROPOSAL 

  1. Professional fees (include total daily rate in Malawian Kwacha, proposed payment schedule and bidding price validity which should not be less than 60 days) 
  2. Other related costs (itemized) in Malawian Kwacha

All bids must be submitted by Friday, 7th June 2024 at 1000hrs Central African Time. Bids submitted after the deadline will not be accepted.
