Specific Objective of this Assignment
Under Specific Objective 2 of the project, the primary objectives of this consulting assignment are to develop and thereafter deliver appropriate leadership courses for leaders and senior staff members at the Technical and Entrepreneurship Vocational Education and Training Authority (TEVETA), as well as the four Centres of Vocational Excellence (COVEs) and their Network Partner Institutions (NPI). The training is required to ensure effective leadership of these very important TEVET institutions. A Training Needs Assessment has already been undertaken and the Leadership Courses and interventions will be developed and delivered to address the identified needs.Scope of Work:
The selected National Short-Term Expert (NSTE) will work closely with and under the leadership of an International Short-Term Expert (ISTE) to achieve the above-mentioned assignment objectives. The team of two experts will coordinate with the TA Team Leader, Deputy Team Leader, and national stakeholders to develop a workplan for the duration of the assignment, to include, but not be limited to, the following activities:
1. Working under the leadership of the International Consultant, the NSTE will support in the design of the courses/interventions in order for the ISTE to produce course outlines for training of the Leaders in TEVETA, COVEs and NPIs:
• Support the gathering and review of the training needs identified for leaders of TEVETA, CoVEs and those of Network Partner Institutions.
• Contribute to the design of appropriate courses/interventions based on the Malawi context and support the ISTE to produce course outlines including the course objectives, learning outcomes, course content, methods of instruction and methods of assessment.
• Attention and extra points will be given to proposals that include innovative forms of capacity building not just traditional leadership training courses.

2. Working under the leadership of the International Consultant, the NSTE will support in the development of content for the leadership training for TEVETA. CoVEs and Network Partner Institution leaders.
• Support in and provide feedback to the process of developing the content to be delivered to meet the objectives of the courses/interventions.
• Support the piloting parts of the programme with a sample of participants to test and confirm its robustness and make corrections where necessary.
• Support and provide feedback to the ISTE in preparing course materials required to deliver the training to TEVETA, the COVEs and Network Partner Institution Leaders
• Support in the preparation and dissemination of the course delivery instructions to be used during programme delivery.
• Contribute to the design of a report format to be utilized when compiling a report on the entire assignment.
3. Working under the leadership of the International Consultant, the NSTE will co-deliver some parts (when and if needed) of training designed to address training needs of leaders of TEVETA, CoVEs and NPIs.
• Support the review of the delivery instructions developed during programme development.
• Support the review of the training materials developed to address the identified training needs.
• Support the preparation of an appropriate training programme to be followed during course delivery.
• Co-deliver some of the training materials according to the proposed programme.
• Support in the assessment of the performance of each participant to the leadership training as the course is delivered.
• Programmes may be delivered jointly or separately for each institute type based on content and relevance to their needs.

4. Working under the leadership of the International Consultant, the NSTE will undertake an evaluation of the leadership training at the end of the course delivery.
• Using the training evaluation tool developed, support the acquisition of feedback from the participants about the course just delivered and the extent of the skills and knowledge transfer during course delivery.

Deliverables:
The NSTE will provide support in gathering information and data, provide feedback on design and delivery and provide feedback and input to the reports and recommendations as well as supporting in scheduling meetings with stakeholders. The ISTE will be responsible for drafting all reports and conducting the design and delivery. The NSTE will support in delivering the following:
a. A brief Inception Report: In collaboration with the International Short-term expert, develop a report outlining the proposed methodology, the programme structure and a delivery work plan within two weeks of contract signing.
b. Draft Programme design: In collaboration with the International Short-term expert, submit a draft programme design and content, a final delivery programme and course delivery instructions for approval.
c. Programme delivery: In collaboration with the International Short-term expert, delivery the capacity building interventions.
d. Final Report: A report on the programme design and delivery will be submitted the Zantchito Technical Assistance Project.

Required experience and qualifications: The expert should be a Malawian national and possess the following expertise and qualifications: • Relevant degree or equivalent experience in a subject relevant to the assignment (Education, TVET, HR Management, Business Admiration, Management, Economics, Labour Markets); • Over 10 years’ experience of working in the training and development field as a leadership trainer and content developer in Malawi. Supporting the development of TVET institutions in an advantage. • Significant experience of working with senior decision makers and a proven track record in conducting capacity building to leaders. • Strong training, coaching, mentoring and facilitation skills. • Experience in consultancy work with international development partners • Excellent written and spoken English. • Strong communication, presentation, and report-writing skills.
