| Specific Objectives of this Assignment Under Specific Objective 1 of the project, the primary objective of this consulting assignment is to develop at least 2 toolkits for Public-Private-Partnerships (PPP) pilot activities in conjunction with the recently established PPP Technical Working Group (TWG) that will enhance the effectiveness of private sector representative bodies in supporting TVET reform and addressing the skills needs of the labour market in Malawi. The aims of the assignment include but not limited to:
• Develop at least two toolkits to support private sector representative bodies and the project PPP TWG to pilot PPP activities to make the TEVET provision in Malawi more demand-driven and addresses the challenges facing the TEVET system. The practical toolkits could focus on some of the following priorities that were identified by the TVET assessment recently finalized by the project. The team of two consultants will work on the selected topics together. The other topics not selected may be considered later in a separate assignment to be launched by the British Council at a later stage.
1. Toolkit for the establishment of Sector skills bodies
2. Toolkit for the involvement of the private sector in the assessment of TEVET students
3. Toolkit for the delivery of sector labour market inelegance to inform future curricula and programme development.
4. Toolkits for the systematic development of occupational skills standards led by private sector employers.
5. Toolkit for the role of the private sector in the assessment of TEVET institutions for quality assurance and accreditation.
6. Toolkit to support the establishment of sustainable partnerships between private sector employers and the Centres of Vocational Excellence (CoVEs).
7. Toolkit for the role of private sector employers in the development and capacity building of TEVET teachers.
• Address priority areas for partnership development, institutional strengthening, and capacity building within the TVET sector based on practical toolkits and guides.
• Generate evidence-based recommendations for improving the quality, relevance, and effectiveness of TVET provision in Malawi in close partnership with the private sector. Scope of Work: The selected National Short-Term Expert (NSTE) will work closely with and under the leadership of an International Short-Term Expert (ISTE) to achieve the assignment objectives. The team of two experts will coordinate with the TA Team Leader, Deputy Team Leader and national stakeholders including the private sector to develop a workplan for the duration of the assignment, to include, but not be limited to, the following activities: • The NSTE will support the ISTE in collecting and reviewing the findings and outcomes of the recent assessment of the TEVET sector in Malawi conducted by the project.
• The NSTE will support the ISTE to gather and review relevant national policies, strategies, and plans related to TEVET in Malawi including the TEVET ACT and Policy document, further analyse reports, studies, and assessments on TEVET previously conducted in Malawi.
• The NSTE will support the ISTE in identifying and agreeing with the project team specific gaps and priority areas for improvement within the TEVET sector based on the assessment and select the toolkits to be developed. These will be at least 2 areas from the topics mentioned in the previous section of the ToR.
• Support the ISTE in conducting further analysis and evidence collection to deepen the understanding of the identified gaps and priorities.
• Facilitating the work of the ISTE in developing the selected toolkits in participation of the private sector bosies and the PPP TWG.
• Support the ISTE to validate findings and presentation of the toolkits to the PPP Technical Working Group (TWG) and other relevant stakeholders. Deliverables: The NSTE will provide support in gathering information and data and provide feedback and input to the reports. The ISTE will be responsible for drafting all reports and conducting the research, hence the difference in allocated man-days between the experts. The NSTE will support in delivering the following: a. A brief Inception Report and work plan: Under the leadership of the International Short-term expert, develop a report outlining the proposed methodology to develop the toolkits, format of the toolkits and work plan within two weeks of the assignment’s commencement.
b. Support in developing at least two draft toolkits of PPP activities submitted for review and feedback by the project team. PPP TWG and relevant stakeholders.
c. In collaboration with the International Short-term expert, conduct validation workshop with the PPP TWG to get feedback on the draft toolkits.
d. Provide support to the final report including at least two PPP toolkits incorporating feedback received by the project team, PPP TWG and other stakeholders. |
