Family Health Services (FHS), formerly known as PSI Malawi, has partnered with the government of Malawi through the Ministry of Health (MoH) since 1994 in safeguarding the health of Malawians by using private sector approaches to reconfigure healthcare delivery – (i) through directly delivering innovative social and behavior change communications, social marketing, and social franchising across a wide range of health areas including Reproductive Health, HIV, Malaria and water-borne disease prevention (ii) by playing a market facilitation role, approaching market challenges and opportunities with a system-wide lens that unlocks a self-sustaining market with multiple players that can prioritize, adapt and ultimately thrive without external assistance and funds.
While a local organisation with deep roots in Malawi, Family Health Services is globally connected; mainly through affiliation to Population Service International (PSI), a Washington DC-based non-governmental and non-profit making organization that boasts a global network of members across over 50 countries through which FHS continues to leverage capacities, learnings, and best practice to enhance activities in Malawi. To accomplish its mission, FHS is inviting applications from suitably qualified candidates to fill the vacant position of Monitoring & Evaluation Officer DDD (Decentralized ART Drug Distribution).
Reporting to the STA MERL ADVISOR, the M&E Officer (DDD) will provide strategic and technical leadership in ensuring that processes and tools for monitoring and evaluation are in place and adhered to for the recording, capture, analysis, and verification of accurate data for the DDD project to ensure that set performance against targets under the provision of ART through private sector is accounted for. The M&E Officer also coordinates activities with M&E staff at the district, facility, and private clinic level. Specifically, he/she will be required to perform the following duties and responsibilities.
- Develop, modify and pilot standard data collection tools for use in the private sector ART programming and for routinely measuring the efficiency and effectiveness of the DDD.
- Regular visits to hub healthy facilities and private clinics to ensure quality of data collected and adherence to data collection processes;
- Monitor performance on a bi-weekly basis with USAID, FHI360, DHOs and treatment IPs (Both hub and private sectors) to quickly identify problems and resolve them.
- Support pharmacies and IPs with simple tools to support granular analysis and visualization of their data to conduct regular analyses of routinely collected data to assess performance against targets and to identify areas of underperformance.
- Maintain a monitoring system that allows data collected in peripheral facilities is entered in the national HMIS, and that data collection is not overly burdensome for private providers to support performance management.
- Provide regular feedback to MoH Hub facilities and Private clinics and submit data to the relevant health facility on a monthly basis for evidence-based program planning
- Coordinate data recording and verification on monthly basis to ensure submission within set timelines using standardized data collection tools
- Conduct data validation and verification, checking reported data from source documents;
- Conduct routine data quality audits and develop plans to address data collection and data management gaps and challenges;
- Proactively and consistently review progress towards set targets throughout the project implementation for both pharmacies, hub and private facilities
- Routinely provide on-site mentoring, coaching, and support to the HIV treatment HUB facilities, private clinics and pharmacies on data collection systems and procedures;
- Ensure that M&E Quality Standards, External Quality Assessment client record review standards, HIV ART Clinical guidelines, and any other relevant standards are met
- Assist in compiling M&E data and prepare biweekly and monthly reports for submission to donors and key stakeholders (FHI360, private and HUB facilities etc)
- Assist the Senior M&E Advisor to compile routine program performance monitoring reports and compile ad-hoc reports as requested;
- Perform other duties as assigned by the Senior M&E Advisor
Qualifications, knowledge, abilities, and skills.
- At least a Bachelors’ degree in Public Health, Statistics and Demography or in a related field
- A minimum of 2-3 years of experience in research or monitoring and evaluation of HIV Treatment interventions implemented or other public health programs.
- Demonstrated leadership, communications, and interpersonal skills.
- Demonstrated experience working with Malawi MoH
- Current knowledge and expertise in use of Microsoft Office suite (Word, Excel, etc.)
- Demonstrated experience and conversant with of DHIS2 and other electronic data bases.
- Desired prior data management and data analysis experience
- Ability to travel to the project-supported districts as needed.
- Fluent in English
- NGO experience preferred.
- Experience in working in a team environment preferred.
- Proficiency in standard Microsoft software.
- Must be able to work with minimal supervision and willing to take initiative to support team members.
- Strong writing skills and experience drafting reports required.
- Fluency in English required.
- Excellent oral and written communication skills
- Ability to work efficiently and quickly in a fast-paced environment.
- Willingness to travel approximately 30% of the time.
