Jesuit Refugee Service (JRS) is an international non-governmental Organization registered in the Vatican, with a mission to accompany, serve and advocate for forcibly displaced people that they may heal, learn and determine their own future. JRS programmes are currently found in over 58 countries, serving refugees,
other forcibly displaced persons and members of the host communities. The main programmes provided are
in the field of Education, Livelihoods, Reconciliation, Advocacy and Mental Health and Psycho-Social Support. JRS facilitates involvement of individuals and communities and promotes regional and global cooperation and networking on behalf of refugees and the forcibly displaced. JRS works cooperatively with other organisations and agencies in order to achieve its mission. It seeks work in situations where no one else is working, where it can bring a particular expertise to bear, where its presence will attract others, where it can build its work on an existing network and where its presence can send a larger message to decision makers and others.

JRS Malawi seeks to fill the following position.

Position Title: Finance Manager
Location: Lilongwe, Malawi
Reports to: Country Director

Operational Context/Role
The Finance Manager act as the primary fiscal agent for operational matters, implementing all financial policies and procedures, working within approved budgets and adhering to donor requirements. He/She will be responsible for day to day operations for managing organisational funds, ensuring the accuracy of accounting records, oversight of internal controls, implementing financial procedures, production of financial reports through Navision Accounting System. Some of the responsibilities are as follows:

Key Responsibilities

  1. Preparation of project and annual budgets.
  2. Ensuring that expenditure incurred is strictly within the approved budget.
  3. Advising management and project offers on the performance of their project budgets.
  4. Ensure that accurate financial reports are produced on monthly, quarterly and annual basis and further timely submitting them to Regional Office.
  5. Preparing bank reconciliations on monthly basis and ensure that relevant bank statements are attached to the Navision system and further submit them to Regional office.
  6. Ensuring that there is a total compliance of donor, JRS regulations and Malawi’s statutory provisions.
  7. Assisting project staff in the development of proposal budget and in aligning the narrative with the budget.
  8. Ensuring that all transactions and system recordings are done based on the accruals accounting concept.
  9. Ensuring that the entire financial system including payment system is effective and that there is continuous assessment of financial and operational internal controls.
  10. Making sure that there is accuracy in payroll documentation and supporting documentation for all payments.
  11. Being in charge of Institutional; donor audits and ensure that all audits are timely done.
  12. Ensuring that all audit recommendations are timely implemented.
  13. Coordinate with Regional Finance Manager and Regional Compliance & Internal Controls Officer in ensuring that Country Office’s financial system is very effective and reliable.
  14. Any other duties assigned on need basis.

Qualifications and Experience and required values

  • Applicant should have a degree in Accountancy or its equivalent from a fully accredited institution and should have full professional qualification such as ACCA or be at advance stage of obtaining professional qualification.
  • Must be a registered member of the Institute of Chartered Accountants in Malawi (ICAM).
  • At least Five years of experience at a senior Finance position in a very busy environment managing multidonors. Those with experience in Navision and NGO sector experience will have an added advantage.
  • High integrity, unquestionable honesty; Courageous, Strong mind and highly dedicated to professionalism.
  • Commitment to JRS’s mission, vision and values; the ability to convey with enthusiasm JRS’s role in accompanying and serving forcibly displaced people and to advocate for their right to protection and a life in dignity.
  • Self-starter and ready to take the job as a calling.

Contract basis
The successful candidate for the position will be offered a one-year contract and the renewal will be based on the satisfactory performance and availability of funds for the position.
