In Malawi, MSF works closely with the Ministry of Health and local communities, focusing on the Cervical Cancer project in Blantyre and Chiradzulu districts, as well as the CBO Project in Zalewa and Dedza districts. The CBO project run by MSF France supports two Community Based Organizations — one in Zalewa, Neno District, and another in Dedza District—to enhance sex workers’ access to Sexual and Reproductive Health and Rights (SRHR) services.

Workshop Supervisor – 1 Position 

Workplace           : Blantyre, MSF Limbe Office

Main purpose of the position

Supervising and monitoring the implementation of the daily mechanical servicing activities in the capital and project according to MSF standards, protocols and procedures to ensure the efficient running of the workshop and the mission’s vehicles and motorized engines.

Accountabilities

  • Supervising and monitoring on a day-to-day basis the implementation of the mechanical servicing activities in the mission ensuring compliance with MSF standards, protocols and procedures.This includes the following tasks:
  • Ensuring the mechanical repairs and maintenance of the vehicles and motorized engines (generators, motor pumps, etc.). Supervising, organizing, and planning the schedule for the periodic servicing of all vehicles (corrective, predictive and preventive) and motorized engines both for the capital and field, in order to ensure optimal working conditions of the fleet and extend its longevity
  • Following Logbook and ensuring safe working conditions, supervising the services performed by the mechanics, assistant mechanics, drivers and or trainee agents and if necessary, performing the special and complex services referred to in the logbook, deciding whether a vehicle requires urgent or unscheduled intervention
  • Managing, organizing and identifying the spare parts, consumables and tools required by the fleet and his/her team, evaluating local provider’s suitability and placing the corresponding order to ensure delivery on time, cost efficiency and quality. Monitoring incoming and outgoing deliveries of spare parts and consumables (fuels, lubricants, etc.) and informing the line manager of stock levels on a weekly basis, to ensure availability and rationale use as well as a continuous delivery service between the capital and field
  • Supervising and leading the logistic team under his/her responsibility including the definition of each person’s tasks (daily supervision and checking the quality of their work); drawing up working schedule; organizing and leading team meetings
  • Planning and supervising the HR processes (recruitment, training, performance evaluation and internal, external communication) of the drivers and mechanics to ensure both the sizing and the amount of knowledge required for the activity
  • Providing monthly activity reports and implementing reporting practices and protocols to ensure that all vehicle documentation is in order and inspection reports are conveniently filled by the drivers
  • Performing delegated tasks according to his/her speciality and as specified in his/her job description

Specific Accountabilities

  1. Regular check-up of mission vehichals
  2. Ensure regular maintenance vehicles and motorized equipment
    • Planning of preventive and corrective maintenance of vehicles and equipment between the workshop and the fields using the MEMO software data
    • Ensure weekly check in the field
    • Regular revision of logbooks data for equipment and cars, by doing data crosschecking between different registration sheets: Car trip sheet, Cartrack data, watchman registration book, Car logbook, fuel delivery books
    • For the workshop, collect and analyses tables transmitted by the fields and elaborate a calendar of services or repairs at the workshop or interventions on the fields, to be transmitted to the fields or coordinator before Friday noon
    • Responsible of regular inventory of the spares, the tools, equipment and consumables➢ Preparation of spare part annual order
  3. Prepare and submit to Logistic coordinator annual car renewal and disposal plan
  4. Follow up of vehicle Insurance declaration and COF in collaboration with supply team
  5. Follow-up car reparation when car send to garage for panel beating or other issue requiring out-sourcing of car maintenance
  6. Consumable (oil/liquids/filters/brake pads…) forecast and follow-up: preparation of the stock release for a 3-month consumption in accordance with the workshop needs
    • Specific spare parts quotation and order in accordance with fleet vehicles needs ➢ General overview on the MEMO usage by the projects:
    • Fuel use record, including all GMI equipment
    • Intervention order
    • Work order
    • Car condition and use
  7. Specific MEMO follow-up:
    • Data analyses: Average monthly mileage in car fleet to be balanced in between cars ➢ Precise follow-up of car consumption and evolution in this consumption ➢ Comparison analyses between:
    • MSF fuel station fuel deliveries by car
    • Records in the fuel logbooks by cars
    • Records in the fuel station deliveries book (general)
    • PUMA delivery
    • MEMO tufioul
    • Cartrack records and reports
  8. Environment/ workshop and car waste with Watsan manger collaboration
    • Organize proper used spares and used oils and liquids storage and disposal
    • Study and organize a way to get rid a mechanic waste in the respect of environment
    • Follow the tires disposal and change, establish an average of KM done by tires
    • Maintain an inventory of used tires
  9. Safety and security
    • General follow-up of tracking system (Cartrack)
    • Right vehicle adapted to road and traffic conditions: air bag vehicle, seat belts wear, follow-up, speed tracking reports and alerts from Cartrack and MEMO
    • Make sure that the security and safety equipment are available for the fleet related staff and that equipment is used
  10. Responsible to follow the leave planning of his team, organize replacement if needed.

Requirements

Education  Essential diploma in mechanics or related studies.

Essential driving license and formal training in mechanics

Experience                     At least 2-3 years’ experience in similar jobs, preferable experience in  MSF.
Languages          English and Chichewa
Knowledge         Essential computer literacy (word, excel and internet)
