Terms of Reference (TOR) for Website Developer at Civil Society Education Coalition (CSEC)
Background
Civil Society Education Coalition (CSEC) is an alliance of presently 84 diverse independent and voluntary organizations such as non – governmental organizations, community-based organizations, trade unions and faith-based organizations which promote quality education in Malawi. As a collective voice, CSEC was set up to complement government’s efforts in piloting innovations, coordinating non-state actors, shaping policy discourse, lobbying for increased budget allocation, as well as tracking the utilization of resources committed to the education sector. CSEC envisions “a society where all people enjoy the right to access quality and relevant education that promotes equity and critical thinking.” The Coalition is fully registered with the Malawi Government under the Trustees Incorporation Act (CAP 5:03). The Coalition is also a member of the Council for Non-Governmental Organizations in Malawi and the Non-Governmental Organization Board of Malawi. Regionally and globally, CSEC is a member of the African Campaign on Education for All (NACEFA) and Global Campaign on Education (GCE).
Purpose of the Assignment
The Civil Society Education Coalition (CSEC) is seeking a qualified and experienced website developer to design, develop, and maintain a professional and dynamic website. The website will serve as a key platform to showcase CSEC’s work, share resources, engage stakeholders, and advocate for quality and inclusive education in Malawi. The intended website must:
- Reflect CSEC’s vision, mission, and core values.
- Provide an interactive platform for communication with members, stakeholders, and the general public.
- Facilitate easy access to resources, reports, and updates on CSEC’s activities.
- Provide optimized search engines (SEO) and accessible on all devices (responsive design).
- Incorporate a Content Management System (CMS) for easy updates by CSEC staff.
Scope of Work
The website developer will be responsible for:
- Website Design and Development:
- Designing a visually appealing, intuitive, and user-friendly website that aligns with CSEC’s branding.
- Developing the website with a content management system-CMS (e.g., WordPress, Joomla) to allow CSEC staff to manage content updates easily.
- Ensuring the website is mobile-friendly and responsive across all devices.
- Functionalities:
- Integration of features such as
- Home page showcasing CSEC’s mission and strategic priorities.
- Blog/News section for updates on education issues and CSEC activities.
- Resource library for reports, publications, and advocacy materials.
- Events calendar.
- Contact form and interactive feedback mechanisms.
- Social media integration and newsletter signup.
- Security
- Ensuring the website meets security standards, including SSL certification, regular backups, and protection from cyberattacks.
- Search Engine Optimization (SEO)
- Implementing basic SEO techniques to improve search engine rankings.
- Training:
- Providing a training session for CSEC staff on managing the website, including adding new content, updating pages, and monitoring website performance.
Deliverables
The website developer is expected to deliver the following
- A fully functional, secure, and responsive website.
- Comprehensive documentation for the website’s structure, functionalities, and content management system.
- Training for CSEC program staff on website content management.
- Ongoing support and maintenance for three months after launch.
Duration of Assignment
The assignment is expected to take approximately 2 weeks from the start date.
Qualifications and Experience
The ideal candidate or firm should have
- Proven experience in website design and development, particularly for NGOs or non-profits.
- Expertise in developing a content management system – based websites.
- A portfolio of successful website development projects.
- Strong understanding of Earch Engine Optimization- SEO, website security, and user experience design.
- Ability to provide technical support and training.
